Data and Information sharing Data and Information sharing Exchange of readily available data e.g hydrological, meteorological, water quality, forecasts and ecological . In case the data is not readily available, this may incur costs to be paid by the other party We will do our best to process the data and the information in a manner that will facilitate the utilization of other states.
Planned Measures Planned Measures We will exchange information on studies (Environmental, Social and Economical) and make consultations with other countries and if necessary negotiate on the expected impacts of the planned measures. We shall organize joint monitoring and evaluation programs If the planned measures may cause significant harm, we will try to timely notify the downstream countries and submit the available technical data and Information including the EIA in order to help the other states to evaluate the possible impact We shall give 6 months to the concerned country to evaluate and study the impacts. We can extend this by another 6 months if necessary. During this period, we will cooperate with additional data and information necessary for accurate evaluation. During this period, we shall not start the implementation without the consent of downstream countries. We expect the other countries to communicate the results of the evaluation as soon as possible in writing, with supporting documents. In case of no reply within the 1 year, we shall proceed with implementation.
Protection Preservation and Management Protection Preservation and Management We will preserve protection and preservation of eco systems We will observe prevention, reduction and control of pollution We will not introduce any alien or new species We will protect and preserve the marine environment We will establish a joint management Mechanism and cooperate for regulation of floor
Harmful and Emergency Situations Harmful and Emergency Situations We will prevent and mitigate harmful conditions In emergency situation, we will notify other potentially affected states We will jointly develop contingency plans for responding to emergencies
Dispute Settlement Dispute Settlement In the disputes concerning the interpretation or application of the framework, we shall seek settlement of the dispute by peaceful means according to international law and good international practice. We will also seek good offices or request mediation or conciliation by a third party. If not successful, then we shall submit the dispute to arbitration or International Court of Justice If the parties concerned have not been able to settle their dispute through negotiation or other means, the dispute shall be submitted at the request of any of the parties to impartial fact finding mission.
