Broad interpretations of climate targets for 2030 focus on assessing hazards, planning, implementation, and monitoring in adaptation efforts. Linkages between thematic and dimensional targets impact policy cycles and risk assessments. Expertise allocation and efficient considerations are key for developing indicators within these targets.

  1. Views about the scope of the dimensional targets Broad interpretation Focus on the targets: by 2030 all Parties have: The Risk assessment target conducted up-to-date assessments of climate hazards, a) The Planning target in place ( ) NAPs, policy instruments, and planning processes and/or strategies and have mainstreamed adaptation in all relevant strategies and plans; b) The Implementation target The Monitoring and Evaluation target progressed in implementing their NAPs, policies and strategies and, as a result, have reduced the social and economic impacts c) Sees the four para 10 targets as synonym with the iterative adaptation cycle Implies that the scope of the four targets would include anything related to planning, implementation and M&E including from the thematic areas designed, established and operationalized a system for monitoring, evaluation and learning for their national adaptation efforts d) What are the implications of both interpretations for the relationship between thematic and dimensional targets?

  2. Is there a matrix structure? 9g 9e 9f 9d 9c 9a 9b Matrix resulting from the view of the para 10 targets being a synonym with the iterative adaptation cycle 10a However, the decision text says: 10. Decides that the UAE Framework for Global Climate Resilience includes the following targets in relation to the dimensions of the iterative adaptation cycle 10b 10c It doesn t say that the four para 10 targets are meant to cover the adaptation policy cycle within each thematic target 10d

  3. Linkage between thematic & dimensional targets and the policy cylce 10a 10b 10c 10d 9g 9e 9f 9d 9c 9a 9b What does it mean? The para 10 group does not have a monopoly on risk assessment, planning, implementation and M&E as topics Outcome- oriented Policy cycle

  4. Pragmatic way forward Examples from the compilation Uptake of early warning systems in health sector Extent of use of climate information in crops, livestock, fisheries, aquaculture and forestry related policies and plans (52) Number of early warning systems instituted in prone and vulnerable mountain areas to multi-hazards (3108) For policy cycle indicators within the targets Which group screens/assesses/develops them How will they be considered in the consolidated list Key considerations: Where does the expertise sit? What is an efficient way forward? Suggestion for the way forward Thematic expert groups assess them and, if deemed useful, include them in their progress report Para 10 group considers thematic aspects where mentioned in para10, e.g. in nested indicators
