Peacebuilding Fund The UN Secretary-General's Peacebuilding Fund (PBF) is the organization's financial instrument to support peacebuilding projects in countries at risk of or affected by conflict Direct funding to both UN and civil society organizations (CSOs) PBF 2021: $195m, 103 projects in over 30 countries. 47% towards gender equality and women s empowerment (GEWE) The PBF works across pillars and supports integrated UN responses to fill critical funding gaps respond quickly and with flexibility to opportunities in a catalytic and risk-tolerant fashion
GPI and YPI Two initiatives launched together: Gender Promotion Initiative (GPI) and Youth Promotion Initiative (YPI) GPI: Security Council resolution 1325 (2000) and subsequent resolutions on Women, Peace and Security Aims to support innovative approaches that promote gender equality and support women in peacebuilding GPI 2021: $25.7 m, 19 projects in 14 countries YPI: Security Council resolutions 2250 (2015) and subsequent resolutions on Youth, Peace and Security Aims to support innovative approaches that promote the positive contribution of young women and men in peacebuilding YPI 2021: $25.7 m, 19 projects in 15 countries 2021: 27 projects, $35.9 m, focused on civic space and 11 projects, $15.6m, focused on MHPSS. Overview of new aspects in 2022 Highlighting the specificities of YPI and GPI - separate themes and webinars A pilot to nationalize GPI called GPI 2.0 is being launched in 4 countries in 2022: the Gambia, Guatemala, Haiti and Niger. These countries will not be eligible for GPI but will remain eligible for YPI Increased budget ceiling to $2 m per project and prolonged project duration to 2 years Changes in the CSO eligibility process
Who can apply? UN Agencies, Funds and Programmes (AFPs) and Civil Society Organizations (CSOs) UN Submissions max two proposals per initiative per UNCT (2 YPI and 2 GPI) all UNCT submissions must be endorsed by the RC (submission of signed cover letter) 1. Joint UN proposals grants between $800,000 and $2 million per project 2-3 UN partners as direct fund recipients per project 2. Joint UN-CSO proposals grants between $800,000 and $2 million per project max 2 UN partners and 1 CSO partner as direct fund recipients per project CSO partners need to meet the eligibility criteria
Who can apply? CSO Submissions maximum two proposals per initiative per organization globally (2 YPI and 2 GPI) grants between $300,000 and $2 million per project max one CSO as direct fund recipient per project and submitted by the CSO independently no limit to number of CSOs submitting projects per country need to meet CSO eligibility criteria
CSO Eligibility Criteria Formally registered as non-profit, for the duration of the proposed project in 1) the country where the headquarters is located and 2) the project country. Required to receive a low-risk score in a HACT micro-assessment in the project country. The questionnaire such an assessment is based on can be found here for reference. If already assessed, low-risk scores from March 2021 and onwards will be accepted. If not yet assessed, for organizations invited to the second stage PBF will commission micro-assessments UN reference or donor reference, attesting to satisfactory financial and programmatic management of a grant in the last three years. In the second stage: CSOs will be reviewed regarding prevention of sexual exploitation and abuse (PSEA)
Thematic Focus GPI This year's GPI will focus on: Supporting women s civil society organizations, groups and networks in strengthening their institutional capacity for sustainable contribution to peacebuilding Need to reach all criteria for PBF Gender Marker 3 Required to be both gender- and age sensitive At least 40% to be allocated to national or local civil society partners, in particular women-led organizations In addition, preference will be given to: Joint UN-CSO projects, projects implemented by national CSOs and projects that demonstrate strong partnerships with women-led organizations. .
Thematic Focus YPI This year's YPI will focus on: 1. Fostering youth-inclusive political processes and promoting the political participation of diverse young people 2. Promoting safety, security, and protection of diverse young people 3. Combination of theme 1 and 2 Required to be both age- and gender sensitive Need to reach criteria for PBF Gender Marker 2 or 3 At least 40% to be allocated to national or local civil society partners, in particular youth-led organizations In addition, preference will be given to: Joint UN-CSO projects, projects implemented by national CSOs and projects that demonstrate strong partnerships with youth-led organizations.
Guidelines Projects must be submitted in English, French or Spanish Project duration is maximum 24 months Grants are available between $300 000 - $2m for CSOs and $800 000 - $2m for UN AFPs. Projects must set aside at least 5-7% of the budget for monitoring and evaluation (including final independent audit and for projects above $1.5 m an independent final evaluation) Projects must allocate at least 40% of the total grant to national and local civil society partners, in particular women- and youth- led organizations GPI projects must meet all GM3 criteria YPI projects must meet the GM2 or GM3 criteria

Lessons learned Main reasons for concept notes not being selected to the second stage in 2021: 1. Link to peacebuilding: Successful proposals were able to clearly articulate the link between the proposed interventions and the intended peacebuilding outcome 2. Gender / youth responsiveness: Successful concept notes placed this at the center of their proposal 3. Innovation: Successful concept notes articulated how and why their proposal was innovative All applicants interested in applying to the GPI and/or YPI are advised to reach out to the PBF Secretariat/Focal Point in the project country, contact list will be shared with the slides
