  1. Modification 0702 Introducing Research Body as a new user type to the Data Permissions Matrix and UNC TPD Section V5 CoMC 15thJanuary 2020

  2. Background Modification 0702 seeks to further realise the benefit of the Data Permissions Matrix reflecting the direction to greater data openness by adding Research Body as a new user type to UNC TPD Section V5 and the Data Permissions Matrix. Proposed definition for a Research Body: A Research Body is an organisation who requires access to gas industry data for an agreed objective [and agreed period of time]. [An organisation acting as a Research Body will need to provide a company registration number or unique reference number for their organisation] It is advisable to check a company on Companies House before you enter a contract with them to ensure they are a legal entity and the right company. This is not a legal requirement but is advisable Agreed objectives should include (but not exclusively): innovation operational excellence efficiency in the UK Energy Industry where the relevant party can demonstrate that their research will benefit consumers, business, government or society. A Research Body is not intended to be one specific organisation type, e.g. Universities, but any organisation who can promote the above and this can be an existing user type who wants to access data for a specific purpose to conduct research and achieve a desired outcome.

High-level process overview Research Body is added to UNC TPD Section V5 Research Body is added to Data Permissions Matrix as a new user type Mod0702 Approved Organisation submits Research Summary Request to the CDSP CDSP review request and add any additional information/context CDSP send the request to DSC CoMC to review Request submitted CoMC decide on an outcome of the request: Approve / Reject / Defer Request decision Requesting organisation is notified of the outcome and the reasoning why If the request is approved, the arrangements need to be put in place to provide the agreed data to the Research Body Notice If rejected, the requesting organisation can appeal the decision. Please note the appeal outcome will be decided upon by Ofgem Appeal

  4. Research Summary Request Any party who is looking to gain access to data as a Research Body will be required to provide the necessary details set out within the Research Summary Request. The format for this request will be similar to the current Disclosure Request Report which is submitted when a user type within the DPM is looking to access additional data items or an alternative mechanisms to gain access to data. The Research Summary Request will be submitted to the CDSP who will add any additional information and context before sending it to the DSC Contract Management Committee (CoMC) to review and decide upon.   6. CoMC Considerations Would it be a requirement for the CoMC to get visibility of the research results/outcomes? Do CoMC have a view on what we would do if the Research Body doesn t have a company registration number or unique reference number? Should the Research Summary Requests be treated as confidential? Not published on the Joint Office website Circulated to Contract Managers offline only Right of audit will be a standard clause in the contract with the Research Body. It will not mean that an audit must be conducted only that it can be if believed to be required Assuming this will be a chargeable service? Anything else?
