  3. Energy Savings Assistance Program PU Code Section 2790 requires the CPUC to provide energy efficiency services to qualifying low-income households. This figure, combined with the remaining prior-cycle unspent, results in a total $59,779,311 unspent funds through2017.   4. Energy Savings Assistance Program (contd) 2018 MULTIFAMILY UPDATES Tribal Activities Federally- Recognized Tribes SPOC: All IOUs have SPOC facilitation at this time. IOU Activities Completed CARE-ESA penetration assessment of eligible customer households on tribal lands (49.7%). Continuing work to design comprehensive contact strategies and integrated program offering: surveyed ESA contractors re existing relationships with local tribes, services previously provided, and barriers to access; prioritized tribes for contact based on need, penetration, and opportunities for service. Participating with PG&E s Cultural Resources survey to gather data on all PG&E tribes. Investigating PG&E tribal SPOC. Sponsoring Native American Day at State Capitol on Sept. 28, 2018, including information booth with Customer Assistance Program information. The ESA Program has been offered to all twelve (12) tribal communities and four (4) have been completed. SCE has continued to engage tribal communities between June-August. The meeting with Colorado River Indian Tribes (CRIT) concluded with the council wanting to conduct their own research on identifying tribal member interest and eligibility. SCE met with the tribal council of four (4) tribal communities in the Inyo Mono area. The plan is to combine the effort for these four communities, which the tribal council is meeting in September. SCE is awaiting response from three (3) tribal communities and will continue to utilize SCE tribal liaison to maintain an open line of communication. Participated in Redbird's 18th Annual Children of Many Colors Pow Wow in Moorpark, and Celebrating All Life & Creation Pow Wow in West Hollywood. An information booth was at listed events with Customer Assistance Program information. Meetings with two community leaders that provided additional points of contacts as well as valuable insight in community and introduction to groups including the Inter-Tribal Education Collaborative (ITEC) leading to SCG Presentation at July monthly meeting held in Highland. Attended American Indian Expo and networked with organizations that service tribal population and discussed possible events and partnership opportunities. Additional follow-up and meetings scheduled for Fourth Quarter. Tribal outreach continues with Southern California American Indian Resource Center (SCAIR) and Southern California Tribal Chairmen s Association (SCTCA). Both organizations represent all the federally recognized tribes in SDG&E s territory. SCAIR continues to share SDG&E s monthly messaging in social media and their newsletters. SDG&E held a training on 9/11 with all SCTCA offices. They were trained on all Low Income Programs including CARE, FERA, ESA and Medical Baseline. SCTCA s offices help tribal customers enroll in assistance programs PG&E 51 Common Areas: All IOUs beginning to implement their Common Area Measures Initiative Implementation Plans, which became effective between March 31, 2018 and May 30, 2018. SCE 12 Common Area Measure Plans: SoCalGas Advice 5264 PG&E Advice 3943-G/5241-E SDG&E Advice 3196-E-A/2654-G-A SCE Advice 3754-E SoCalGas 20 ENERGY EDUCATION The statewide Energy Education Workbook has been finalized and IOUs are in the process of rolling out to outreach contractors.
