ABOUT JPB/NCDP MEETINGS: BACKGROUND, AIMS, OBJECTIVES The Joint Planning Board (JPB) and National Council on Development Planning (NCDP) meetings are annual meetings organized by the Ministry of Budget and National Planning (MBNP) in collaboration with State Governments. It is a forum for Commissioners and Permanent Secretaries of Economic Planning at national and sub-national levels for brainstorming and plans formulation with a view to propose policy options for enhancing the economic management process.   3. Gains of JPB/NCDP Since inception, the JPB/NCDP meetings have lived up to expectation as key policy decisions have been reached. Resolutions from the meetings have served as critical inputs to the National Economic Council (NEC) meetings and resolutions. Forum of Commissioners of Planning & Budget 3

Success Factors Since inception, there had been considerable cooperation from key stakeholders at the National and sub-national levels as well as the organized Private Sector towards the success of the JPB/NCDP meetings. The representation and participation of stakeholders at the meetings had been commendable. Also, follow up on resolutions reached at the meetings had been so far fruitful.   5. 20th jpb/ncdp meeting, Why now? You may wish to recall that at the 18th JPB/NCDP meeting held in Asaba, Delta State in May 2020, Borno State Government indicated its willingness to host the 19th edition. This however never held in 2020 due to perceived security concerns and Covid-19 Pandemic outbreak. Meanwhile, the Honourable Minister of State for Budget and National Planning had directed that the JPB/ NCDP meetings be held twice in 2021 (first, abridged version to address pressing issues and second, the usual 2021 meetings).   6. 20th jpb/ncdp meeting, Why now? It was in the light of this that the abridged JPB/NCDP meeting was held in Abuja in March 2021 primarily to address issues and concerns emanating from the 2019 JPB/NCDP meeting and to harvest input into the ongoing Medium Term National Development Plan (MTNDP2021-2025) and Nigeria Agenda 2050 (NA2050) which was scheduled to be launched by the end of March 2021. You may also recall that the Honourable Minister of State, in keeping to the earlier commitment to host the full JPB/NCDP meeting in Borno State had directed that the 20th edition be held in Maiduguri Forum of Commissioners of Planning & Budget 6

  8. Theme of the 20th JPB/NCDP Meeting The theme of the 20th JPB/NCDP meeting is: Managing the Nigeria Economy for Development in a challenging Environment: The way forward . Three sub-themes would also be addressed from the following perspectives: i. Humanitarian ii. Insecurity and iii. Covid-19 Forum of Commissioners of Planning & Budget 8

  9. Theme of the 20th JPB/NCDP Meeting Day One shall feature a Technical Plenary session with the theme: Tackling Humanitarian Challenges with the following sub-themes i. Strategic Approach to Towards Addressing Humanitarian Challenges in Nigeria ii. Security Challenges in Nigeria: Implications for Sustainable Economic Growth and Development iii. Insecurity in Nigeria: Causes, Consequences and Solutions iv. Managing Humanitarian Issues through the MTNDP 2021-2025 and Nigeria Agenda 2050 Day Two shall feature a Technical Plenary Session with the theme: Covid-19 Pandemic in Nigeria: Challenges and Opportunities for Economic Development with the following topics: Navigating the Adverse Effect of Corona Virus by Leveraging on Private Sector contribution/ partnership Humanitarian Issues and Food Security: The Perspective of International Partners Empowering IDPs through Skill Acquisition for Self-Reliance and Economic Growth The grand finale is the NCDP Meeting Forum of Commissioners of Planning & Budget 9

Expected Deliverables Expected Deliverables Day Three, been the grand finale shall feature the National Council on Development Planning Meeting to be chaired by the Honourable Minister of Finance, Budget and National Planning. Highlight of Day Three shall be a Keynote Addressed by the Chairman of Council and Vice President of the Federal Republic of Nigeria Forum of Commissioners of Planning & Budget 10

Expected Deliverables Expected Deliverables It is hoped that by the end of this JPB/NCDP meetings, participants would be better informed on strategies to address economic issues for visible development at the National and Sub-national levels. It is also hoped that through robust peer- review and experience sharing among participants, there would be better prospect for all round socio-economic development across the Nation. Expectations from participants Expectations from participants In order to ensure success of this meeting, participants are expected to: Make useful contribution to the Plans Make objective criticism that could add value to the plans Share experiences that could enrich the knowledge of other participants Suggest possible options to facilitate sustainable growth and development at all levels.
