CEC Decarb Assessment (AB 3232) Scope Evaluates cost-effectiveness of strategies to reduce GHGs from space and water heating in new and existing residential buildings by 40% below 1990 levels Update Since May, CEC has hosted 2 workshops Released FSSAT Report Timeline June 26: Fuel Substitution Scenario Analysis Tool Workshop (Part 2) Fall 20: Draft Assessment & Workshop Winter 20: CEC adopts the assessment
SB 1477 Scope $80M for BUILD Program (offers incentives for builders to build clean from the start ) $120M for TECH Initiative (spurs market development for decarbonized technologies) Update Yesterday PUC and CEC hosted a joint workshop on planning for BUILD Timeline June 17: PUC Building Decarb Data Workshop June 30: PUC Incentive Layering Workshop The PUC developing a TECH RFP Fall 20: CEC submits BUILD SIP to PUC
Self Generation Incentive Program Scope Provides incentives to support existing, new, and emerging distributed energy resources. $44M allocated for HPWHs Update Weekly meetings with PAs and PUC wrapped up. Staff will start drafting the PD. Timeline July: PD & Workshop Winter 20: Final Decision
PUC Natural Gas Proceeding Scope Examine reliability standards for the gas transmission system (Track 1A) Examine proposals for mitigating the negative impact that operational issues with gas transmission systems (Track 1B) Determine the long-term regulatory solutions and planning strategy the commission should implement (Track 2) Timeline July 20: Workshops for Track 1A/1B Sept 20: Release Workshop Report May 21: Proposed Decision
New Residential Construction Program Scope PUC is working with the IOUs on future New Residential Construction Programs that will pilot and explore deeper energy efficiency opportunities to help meet California's aggressive greenhouse gas (GHG) reduction goals. Timeline June 24: Low Carbon Homes Workshop (first of several workshops to discuss goals and opportunities) Workshops will continue over the coming year
Updates on Budget and Legislature Budget The Senate and Assembly came to an agreement on the proposed 2020-2021 state budget. They approved the May Revision proposal of $40 million in 2020-21, $20 million in 2021-22, and $20 million in 2022-23 for BUILD program. The next phase of the budget process is negotiations on the budget between the Legislature and the Administration. Legislature June 19 (Assembly) and June 26 (Senate) are the last days for bills in their first house to pass off the floor Summer recess begins on June 21 for the Assembly and July 2 for the Senate
