  1. Jurisdictional Study Committee Report to 2020 General Conference

Creation General Conference deferred all decisions related to U.S. jurisdictions and created a Jurisdictional Study Committee (JSC) that is authorized to "examine the best number and boundaries of jurisdictions and episcopal areas in the United States." Our Mission Statement The Jurisdictional Study Committee will examine the current realities and missional needs of the UMC for the 21st century and recommend a process to determine the number and boundaries of the jurisdictions and episcopal areas that align with the missional priorities and common purpose of the UMC so that we live out the call of Christ as people committed to be in the Connection.

Number of Bishops Current (paragraph 404) Every jurisdiction shall be entitled to a minimum of 5 Bishops, funded by an apportionment to all jurisdictional annual conferences Plus An additional bishop for every 300,000 members also funded by an apportionment to ALL jurisdictional annual conferences Jurisdiction 2016-2020 Bishop Count 9 9 10 13 5 2020-2024 with current formula 8 8 10, will be 9 13 5 NCJ NEJ SCJ SEJ W

Number of Bishops - Proposed Every jurisdiction shall be entitled to a minimum of 5 Bishops, funded by an apportionment to all jurisdictional annual conferences Plus The number of additional bishops the jurisdiction determines is necessary to accomplish the ministry and mission funded by an apportionment to annual conferences within that jurisdiction * Will be a parallel process to central conference bishops

  7. Interlocking Authorities [t]he system balances and constrains the power exercised by each of the authorities individually and by all connectionally (Decision 1312). Colleges General Conference A properly adopted amendment, which may seem not merely to alter the balance but to conflict with other provisions in the Constitution, is still part of the Constitution.
