CARES Act Funding Summary Signed into law on Friday, March 27 Two main K-12 funding sources within Education Stabilization Fund (ESF) 1. Governor s Emergency Education Relief Fund (GEERF) 2. Elementary and Secondary School Emergency Relief Fund (ESSERF) An Excellent Education for Every Student Every Day
GEERF Administered by the Governor Uses of funds include emergency support to entities most significantly impacted by COVID-19: LEAS identified by SEAs Institutions of Higher Education (IHE) identified by the Governor Any other IHE, LEA or education related entity identified by the Governor An Excellent Education for Every Student Every Day
GEERF Coordination Opportunity for SEA coordinate with Governor: Determine LEAs significantly impacted Determine opportunities to focus on remote learning Identify opportunities to coordinate with ESSERF. An Excellent Education for Every Student Every Day
ESSERF 2. DEED $13.5 billion for formula grants distributed to states by Title I, Part A formula 90% distributed to districts by Title I, Part A formula May reserve 10% for grants and statewide emergency needs, including 0.5% for administration 1. ESSERF: Local Spending Options Substantial local authority and discretion: Any activities authorized under ESSA, IDEA, Perkins, McKinney-Vento Homeless Assistance Act, Adult Education and Family Literacy Act Coordinate emergency response Support school leaders Ensure preparedness and coordination Purchase cleaning supplies Purchase education technology Mental health supports Summer learning An Excellent Education for Every Student Every Day
