  1. R21006 Joint Executive Committee January Meeting

  2. Activities were found in scope Motion to find Request R21006 within scope and to be handled in the normal course of business. The request should be assigned to the joint Wholesale Electric, Wholesale Gas, and Retail Markets Quadrants Executive Committees (ECs) to determine through a simple majority decision of the ECs en banc following workpapers and discussion which portions of the request are appropriate for standardization by the respective quadrant(s), either individually and/or jointly, as appropriate.

  3. Assigned on Annual Plan to Executive Committees Develop standards to support coordination of commercial practices between the natural gas and electric markets during impending extreme weather-related emergency operating conditions (R21006)

Regulatory direction 2021 FERC NERC Winter Assessment Key Recommendations: Key Recommendation 6 includes: establishing lines of communication with downstream entities, power providers, customers, and state regulators so that contact information and relationships are already established when needed during emergencies Key Recommendation 7 includes: electric and natural gas industry interdependencies (communications, contracts, constraints, scheduling) Key Recommendation 15 includes: communication and coordination with, and mutual assistance to, natural gas and electric infrastructure entities January 2022 Commissioner Glick Comments

  5. Assignment Proposal I. Jointly define impending extreme weather-related emergency operating conditions (IEWEOC) II. Quadrants define their critical infrastructure facilities, designations and report to the Joint Executive Committee on proposal III. Jointly identify information sharing protocols between the two quadrants associated with the critical facilities during EWEOC IV. Final standards reviewed and approved by Quadrants

  6. Motion to Jointly Assign to WEQ/RMQ/WGQ BPS To define a standard for the declaration of an Impending Extreme Weather-Related Emergency Operating Conditions by Balancing Authorities and Natural Gas Pipelines consistent with other industry designations which would include the development and definition of what might constitute an Impending Extreme Weather-Related Emergency Operating Condition (IEWEOC)

  7. Motion that: 1) Pending completion of the joint BPS work associated with IEWEOC, for WEQ BPS to create standard designations of Critical Electric Infrastructure Facilities during Impending Extreme Weather-Related Emergency Operating Conditions consistent with other industry designations 2) Pending completion of the joint BPS work associated with IEWEOC, for WGQ BPS to create standard designations of Critical Natural Gas Infrastructure Facilities that are essential to the operations of Critical Electric Infrastructure Facilities during Impending Extreme Weather-Related Emergency Operating Conditions consistent with other industry designations. 3) Pending completion of Items 1 and 2, jointly assign to WEQ/WGQ/RMQ BPS to define standards and communication protocols that support information sharing between critical parties during Impending Extreme Weather-Related Emergency Operating Conditions.
