KIRIBATI SUSTAINABLE ENERGY BUSINESS START-UP AND ENTREPRENEURSHIP TRAINING: 16-17 MARCH 2023. Pacific Centre for Renewable Energy and Energy Efficiency Mr. Paea Tauaika, PCREEE
Introduction: THE NEW ENERGY ACT 2023 The new Energy Act 2023 provide for the legal framework of the energy sector and support the regulation of industry participants in Kiribati and for other connected purposes. Among the purposes of the Act are to: (a)establish minimum energy performance standards applicable to, and standards for energy labelling of, electrical products and to facilitate the implementation of energy efficiency measures; (b)establish mechanisms over the provision of energy services and energy service providers; effective oversight, monitoring and regulatory Part VII of the Act deals with RENEWABLE ENERGY AND ENERGY EFFICIENCY PROJECTS AND GENERATION PROJECTS and includes matters like licenses, permits, standards, etc. Part VIII of the Act deals with Minimum Energy Performance Standards
OBJECTIVES: Inform the Energy stakeholders including the electrical contractors. RE installer and businesses, Technical Institutions and the public about the new Kiribati Energy Act 2023. The Energy Planning Division under the Ministry of MISE will be the Energy regulator as per stipulated in Section 7(2)(b) to regulate all aspects of the electricity industry and the petroleum industry to ensure compliance with the required standards set out under subsidiary legislation Promote Small and Medium Business Start-up opportunities from the Energy Acts to help achieve the Kiribati Integrated Energy Road Map (KIER 2015-2017) which includes generating business from renewable energy ongoing and future programs and new electrical contractors opportunities from the electricity regulation. Raise awareness of the benefits of forming up a Sustainable Energy Association for Kiribati. Insight overview of the Electricity regulations and process of executing of the regulation by the Tonga Electricity Commission as an Example. Introduce to financial mechanisms for business start-ups and entrepreneurship for SMEs The Ministry of Commerce Business registration and support for SMEs in Kiribati.
Training Overview: Day 1 SESSION 1: Introduction to Kiribati Energy Act 2023 and update the KIER progress toward achieving Kiribati National Energy Target and The NDC Hub Assistance to support the development of the MEPSL regulation. SESSION 2: Supporting Initiatives to promote Private Sector SE Business Start-ups and Entrepreneurship: SESSION 3: Kiribati Sustainable Energy Stakeholders and Utilities Ongoing programs toward green energy investment and Business opportunities for private sectors. Day 2: SESSION 1: Electrical Wiring by Law. SESSION 2: Introduction to the Electrical Wiring by selection and installation of appliances and accessories. SESSION 3: Share experiences on Sustainable Energy Association and Sustainable Energy Certificate L1 and L2 and L3
