  4. OAC Subcommittee Concerns/Feedback OHA worked with all partially funded programs to revise budgets based on OAC decisions. The following questions were answered through the budget negotiation process: Red is the Road to Wellness: Not funding harm reduction. Will housing be open to trans and non-binary individuals? Is abstinence required for emergency beds? Red is the Road to Wellness does not currently house transgender or non-binary individuals, but they are interested in developing gender-affirming housing and will seek more education and guidance to do so. Red is the Road to Wellness requires abstinence to stay at their housing program but works with individuals who have relapse to increase services to support stabilization. Stronghold: Only funding housing and peer supports. Are individual rooms available or is housing only communal? Stronghold removed SUD treatment and harm reduction elements from their budget. The men s housing is communal; the women s housing has individual rooms. Individuals in housing may be on prescribed MAT, but must otherwise not use drugs. 4

  5. OAC Subcommittee Concerns/Feedback Klamath Basin Behavioral Health: Are services provided to those with SUD or only with MH issues? Would like more specifics on sobering center what it is & how it works. KBBH provides services to clients with SUD and MH issues and will use M110 funds for SUD services. The sobering center accepts individuals who self-admit, those who are brought to the center by law enforcement, and individuals who are in the care of Sky Lakes Medical Center for alcohol intoxication a safe and supervised environment to voluntarily sober. Discharge planning gives clients the opportunity to engage in SUD services. The sobering center is open 24/7. Lutheran Community Services: Funding SUD treatment only and no behavioral health positions. LCS removed the peer support and harm reduction components from their budget. Also removed behavioral health positions. 5

  6. OAC Subcommittee Concerns/Feedback Transformations: Exclude mental health staff. Would like more information on culturally-diverse outreach. Does Transformations have gender-affirming accommodations and policies in place? Transformations removed the mental health staff from their budget. Transformations peer staff perform community outreach at least once per month in communities of color. They pass out harm reduction supplies, water and snacks, hygiene supplies, and educational materials. Transformations also partners with local culturally-specific agencies to perform large community outreach events, including tribal partners. Transformations does not currently have gender-afforming accommodations in place but will use M110 funds to expand their services so that they do. Transformations does not refuse services to those who seek care and have worked with transgender and non-binary individuals to find accommodations and solutions that work for the individual client. Individuals in housing may be on prescribed MAT, but must otherwise not use drugs. 6

  7. Budget Reconciliation Max s Mission: Increased budget request. As the only approved harm reduction provider in the BHRN, additional funds will be used to purchase naloxone and harm reduction supplies. Red is the Road: Added in supportive employment, scaled back staffing, capital outlay costs, and training. Also cut harm reduction provision per the OAC feedback. The Stronghold: Removed SUD treatment, harm reduction provisions per the OAC feedback. Klamath Basin Behavioral Health: Reduced budget in areas of peer support outreach services, peer support community-based training, staffing, and administrative support. Lutheran Community Services: Removed peer support, harm reduction services per the OAC feedback. Also removed the behavioral health positions. Transformations: Removed mental health services per the OAC feedback. Also reduced personnel costs, staff training costs, services and supplies costs, and capital outlay. 7
