  2. The External Agency Funding Program exists to enhance the economic, social , cultural and educational welfare of the citizens of Lafayette. A SOCIAL SERVICE AGENCY PROVIDES DIRECT SERVICES TO PEOPLE IN NEED; THEY MAY SERVE THE GENERAL PUBLIC OR A SPECIFIC POPULATION

PERIOD OF PERFORMANCE November 1, 2020 November 1, 2020 October 5, 2021 October 5, 2021 Application Deadline: August 21, 2020 Application Deadline: August 21, 2020 Submit Sealed Lafayette Consolidated Government Office of Community Development 705 West University Avenue Lafayette, LA 70502 Only ONE Application Per Agency Only ONE Application Per Agency Sealed Application Packet by 4PM 4PM To:

  4. Minimum $2,000 Maximum $15,000 NOTE: Please no change in your request, round up or down to the nearest dollar

  5. Who May Apply: Social service agencies with 501(c)(3) tax-exempt status from IRS Based in Lafayette Parish Must serve the Lafayette Parish area Must have been in existence for at least one year Governed by a Board of Directors who meet (quarterly)

  6. Eligible Expenses: Travel and Meetings Salaries Rent Employee Benefits Contractual Services Transportation Cost Printing and Binding Supplies and Materials Equipment/Maintenance Utilities Real Property Postage

  7. Ineligible Expenses Things LCG WILL NOT NOT FUND Individuals Capital Expenditures unless request will completely fund, or fund last dollars required for capital expenditures If Requested Funds Are For A Particular Project, Administrative and/or Operational Costs NOT Associated with the Project Scholarships, Fellowships, or Tuition Assistance Request Submitted by Agencies Currently Receiving Direct Support (Line Items Appropriation) from Lafayette Consolidated Government Deficit Reduction Cost Incurred before the Effective Date of the Contract OR After the Grant Period Ends Competitions, Pageants, Fund- Raising Events, or Hospitality Costs

  8. Evaluation Criteria

  9. 60% - Need and Impact Detailed Description of the Population Served and the Impact on Service Population Need for the Agency s Service Within Lafayette Parish The Need for Lafayette Consolidated Government to Provide these Services in Lieu of Agency

  10. 30% - Administration & Budget How will the Requested Funds Be Spent? What are the Qualifications and Experience of the Staff?

  11. 10% - Evaluation Methods How the Effectiveness of the Agency s Services Will Be Measured

  12. Application Review Process 1) The Director of Community Development will Designate a Five-Person Review Panel to Review the Applications During the Fall of 2020 PLEASE NOTE In the future, at the Grant Panel Table, a Point Will be Deducted from Agencies who were Non-Compliant in Previous Grant Cycles (this will be implemented next year 2021-2022, but will be based off of 2020-2021 performance) 2) The Social Service Review Panel will Make Funding Recommendations to be Presented to the Lafayette City Council 3) The City Council will then Vote on a Resolution to Affirm the 2020-21 External Agencies Awards 4) After the Resolution is Adopted, Grants can be Awarded

  13. NOTE Acceptance of an application DOES NOT Imply that an Agency will be Funded In the 2020-21 Fiscal Year This is a Competitive Grant Process Applications MAY or MAY NOT be funded. It Depends: o The Number of Grant Applicants o The Amount of External Agencies Funding Available o The Applicant s Score at the Grant Panel based upon the Evaluation Criteria

  14. Grant Procedures: Grant Activities MUST take place within the LCG Fiscal Year of November 1, 2020 to October 5, 2021 Some Examples Are . Grants are on a Reimbursable Basis. The Agency Incurs the Expense then Submits to LCG Sufficient Documentation to be Reimbursed Agencies must Submit an Interim and a Final Report All Grant Materials must be Retained for (3) Three Years Following the Completion of the Grant Period

Attachments To Include With The Application Articles of Incorporation Current Certificate of Good Standing from the Secretary of State Letter Demonstrating Non-Profit Status Under Section 501(c)(3) of the Federal Tax Code List of the Agency s Board Members Board of Directors Resolution or Clause of Assurance Authorizing the President or Executive Director to Submit the Application Annual Budget Adopted By the Board of Directors Financial Statements (audit or IRS Form 990) for Agencies with Annual Budget of $50,000 or More Bylaws of the Agency Statement Indicating if Grant will be Used to Match Federal, State or Foundation Grant Funds

Grant Writing Tips: Be Specific-Write in Simple, Clear Language Use Facts and NOT Opinions- Concrete Statistics, Plans, Specific Goals and Evidence of Research and Planning as it Relates to your Population and Local Statistics (encouraged) Cite Sources where Applicable Complete the Application as though the Reader Knows Nothing about the Agency. Panelists are Asked to Score Based Solely on the Information Presented in the Application The Narrative and the Budget Should be Consistent Give Details on How Funds will be Spent Again-No Change on the Budget- Round Up or Down to the nearest dollar

  17. PROOFREAD! Have other People Read a Draft of the Application: Does it Make Sense to Them? Does it Address Evaluation Criteria? Are All the Attachments Included?

  18. Directions For Drop Off Of Applications: Due to COVID-19 Applications Must Be Submitted in Triplicate Stamp the Original Application with Original Signatures As Original ; Stamp Copies as Copies Seal the Application Packet in an Envelope Drop Off Will Be Made at the Guard Station at LCG located at 705 West University Ave. - Please have the guard call Community Development Staff for Pick Up- Do Not Drop With The Guard
