Evidence included work from Case and Haines (Positive Youth Justice), McAra and McVie (The Edinburgh Study on Youth Trajectories, The Impact of System Contact on Patterns of Desistance from Offending, The Case for Diversion and Minimum Necessary Intervention) and Bateman (The State of Youth Justice) EVIDENCE We also consulted evidence from the Centre for Justice Innovation which highlighted the risk of net-widening in Diversion schemes

  3. POLICE FLOW CHART

  4. F L O W C H A R T Lancashire Constabulary contact CYJS Police Officers for consultation and/or submit referral into Out of Court Disposal mailbox. CYJS PC makes single-agency decision to NFA, Police Outcome, CR, Police Outcome. Consent gained for agency checks. Matter requires Joint Decision Making: Practice Manager allocates for assessment and panel report Out of Court Disposal Panel: NFA, Police Outcome, CR, YC, YCC, Charge Screening Process YOT divert to partner agencies. Assessment and plan completed by receiving service 1) Case to be allocated to CYJS worker for Screening. Safeguarding checks done and referrals completed if necessary. CYJS plan and programme. 2) Victim contact by CYJS victim worker YOT complete assessment, plan and programme. 3) Screening discussion between CYJS PC and Practice Manager

  5. DIVERSION CONTINUUM OF NEED

TRACKING C YJS is tracking all children supported by the diversion service and to date: 158 Children have been referred into the CYJS Diversion scheme 127 have been supported with a Diversion programme Of those children, 18 have come back into CYJS following a further offence 25 were diverted out to other services, primarily Children s Social Care and Child and Family Wellbeing Service 2 of those 25 children have since returned into the service

  7. NEXT STEPS? Lancashire have been awarded Pathfinder status for our Child-First Diversion programme. We are looking to support other services who are implementing a Diversion model and contribute towards a consortium of best practice.

  8. EVALUATION A child-first approach to evaluation The Diversion Service s model and outcomes will be evaluated by the University of Central Lancashire. The design is child-first: UCLAN are working with children to identify key themes and co-produce the evaluative model.
