Energy Efficiency Retrofit Schemes Energy Company Obligation 4 (ECO) Green Homes Grants Home Upgrade Grants Boiler Upgrade Scheme ENERGY EFFICIENCY RETROFIT SCHEMES FOR LANDLORDS
MINIMUM ENERGY EFFICIENCY STANDARDS (MEES) Can t let properties below EPC E rating (unless exempt) Landlords required to spend a max. of 3,500 (Inc. VAT) to bring property from F/G to E. If can t improve to E for 3.5k or less, then make all improvement you can, then register an all improvements made exemption.
Funding for Landlords Third party funding if funding covers full cost to improve to E then you don t need to use your own funding If funding is less than 3.5k then landlord will have to top up to the cost cap. Funding includes: ECO (Energy Company Obligation) LA Grants (but not government funded grants LA s are delivering)
ECO4 Due to start in July 2022 until March 2026 ECO4 qualifying benefits: Income based jobseekers allowance (JSA) Please note: Only Band E, F & G Private Rented properties will qualify. Income related Employment & Support Allowance (ESA) Pension Credit (Guarantee Credit) Pension Credit (Savings Credit) (New to ECO4) Working Tax Credit (WTC) Child Tax Credit (CTC) Universal Credit (UC) Housing Benefit (New to ECO4) Warm Home Discount Rebate(New to ECO4)
Flexible Eligibility (ECO Flex) 4 Routes: Route 1: Household gross annual income of less than 31,000 Route 2: Proxy targeting of a combination of 2 or more of the following: a. Homes in LSOA s 1-3 (can t be paired with vulnerable to the cold proxy as too broad) b. Households receiving council tax benefit (excluding single occupancy reductions) c. Householders vulnerable to living in a cold home (illnesses as defined in the NICE guidance). (Can t be paired with LSOA proxy as to broad) d. Householder referred under an LA run scheme which aims to support low income and vulnerable households. (e.g., Household support grant, WHGH) e. Householder receiving free school meal f. Households using the supplier flex route (identified by supplier to be in debt on utility bills)
Route 3: NHS Referrals referred by, a. An NHS Trust b. An NHS Trust Board c. An NHS Primary Care Provider Route 4: Supplier/LA partnership bespoke targeting proposal (must be approved by BEIS (e.g., targeting campaign, innovative use of combined data etc.) Points to note: 3 month installation deadline Package of measures to be funded by same supplier but not completed by the same installer. Retrofit assessor to design package of measures, householder has to agree to whole package unless exceptional circumstances.
Measures Available Private Rented properties are limited to receive a package of measure which includes at least one mandatory measure. Fabric first will be favoured, e.g. SWI before FTCH. Secondary measures: Electric Storage Heaters Loft insulation Cavity wall insulation Flat roof insulation; Pitched roof insulation; Room-in-roof insulation; Floor insulation Solar PV Panels for electrically heated homes to supplement electricity costs. Mandatory measures: Solid Wall Insulation (external or internal) First Time Central Heating (only if connected to gas grid) A Renewable Heating System (off gas homes) District Heating Measures not available: Repairs or replacements of broken heating
GREEN HOMES GRANT LAD Scheme Government funding can t be used to make private rented properties compliant with existing MEES regulations, but funding may be used in addition to landlord investment to improve the property beyond the minimum legal requirement. Qualifying criteria Household income less than 30kpa and E, F or G EPC rating (limited capacity for applications form D rated homes). Landlords are required to pay a contribution of at least a third of the costs. Improvements delivered (to on gas grid homes only): EWI Loft Insulation Cavity Wall Insulation Underfloor Insulation Solar PV Panels Please note: Scheme is currently over subscribed and is not taking new applications until further notice. HOME UPGRADE GRANTS (HUG) Government Funded Scheme Available until March 2023. Qualifying criteria Household income less than 30kpa and E, F or G EPC rating (limited capacity for applications form D rated homes) Only properties not heated by gas are eligible. Landlords are required to pay a contribution of at least a third of the costs. Currently open to applications EON Deliver the scheme on behalf of the council and will complete all eligibility checks, home surveys and installations, call E.ON on 0333 202 4820 (Offices are open Monday to Friday between 9am 5:30pm). Boiler Upgrade Scheme (BUS) Upgrade your gas central heating system to an air source heat pump or ground source heat pump. More info here: Boiler Upgrade Scheme - GOV.UK (www.gov.uk) Voucher scheme - 5k for ASHP, 6k for GSHP Not delivered by LA s so Households apply directly to installer Available until 2023 Everyone s eligible, except for social housing and new build occupants. Applicants must have a valid EPC with no outstanding recommendations for loft or cavity wall insulation (unless they are exempt or have the insulation installed before applying to BUS). ASHP voucher expires after 3 months GSHP voucher expires after 6 months
