LASAA WORK PLAN FOR 2016 VISION OF LASAA: TO BE AN INTERNATIONAL LEADER IN SIGNAGE CONTROL AND OUTDOOR STRUCTURE REGULATION, IN ORDER TO CREATE CIVIC BEAUTY, IN LAGOS STATE. MISSION OF LASAA TO ELIMINATE BLIGHT CAUSED BY SIGNAGE & OUTDOOR HORADING THROUGH PROPER REGULATION Four (4) departments which are intricately involved in the delivery of our core functions; REGISTRY: Register all outdoor advertisement signs and signage (1stparty/on- premise sign) BILLING: Generate invoices for all signs registered by the Agency. BUSINESS DEVELOPMENT: 1. Public enlightenment on all LASAA functions. 2. Capture all unregistered signs. 3. Follow-up for payment on invoices issued to clients MONITORING, COMPLIANCE & ENFORCEMENT: 1. Enforce compliance with the LASAA Law. 2. Monitor all outdoor structures to ensure they are well maintained (public safety)
LASAA WORK PLAN FOR 2016 INTRODUCTION OF LASAA SANITATION DAY EXERCISE: We commenced this in November 2015 and we intend to sustain it through the year 2016. It has helped in the identification of poster/banner black spot. It has helped developed indiscriminate pasting of posters. All Agency staff allocated official vehicles were assigned work areas within their local government of residence; to identify areas of visual blight with respect to signage. The reports which covered all twenty local government areas of the State are collated and forwarded to the enforcement department for cleanup. a zero tolerance for
LASAA WORK PLAN FOR 2016 ZERO TOLERANCE TO FLY POSTING IN 2016 Daily Removal of Posters A team assigned to major roads A team assigned to minor roads DETERENT MEASURES FOR FLY POSTING Placement of warning signs at strategic locations in the State Apprehension of offenders Sustained Enforcement Activity All Through Year 2016 The Agency shall ensure sustained enforcement on 1st, 2nd& 3rd Party client/structure in other to ensure 1. full compliance with the Agency s Laws 2. To bring in all revenues due to Government
LASAA WORK PLAN FOR 2016 REDUCTION OF VISUAL BLIGHT FROM LED STRUCTURES; Through regular night monitoring with specialized equipment (luminance meter), the blinding brightness from LED illuminated structures have been eliminated. ZERO TOLERANCE FOR DEPLOYMENT OF ILLEGAL STRUCTURES Our monitoring team has been restructured to ensure strict surveillance for early detection of unapproved structures IMPROVED MONITORING OF 3RDPARTY STRUCTURES TO ENSURE SAFETY This year we intend increase maintenance check on outdoor structures from 4 times in a year to 6 times a year 1. in order to ensure the safety of life and property within the environment where structures are erected 2. To ensure the surrounding area of such structures are maintain in sanitary condition.
LASAA WORK PLAN FOR 2016 We have keyed into the State government s vision of improved Information Communication Technology (ICT). We commenced putting in place various software in the required departments (Billing, Accounts, Registry) to ensure seamless processing of applications , generation of invoice and proper account reconciliation between relevant departments. We have reconciled 85% of the inconsistency observed in bills issued by the Agency over the past 3 4years.
LASAA WORK PLAN FOR 2016 THROUGH IMPROVED INFORMATION TECNOLOGY, REVENUE LEKAGE WILL BE BLOCKED The new I.T platform being developed in-house will create a system that makes our processes; seamless hence reducing the time spent in application processing/assessment transparent and readily accessible to all relevant and authorized personnel of the Agency for billing/invoice generation to be automated of acknowledging payment to be on real time of data capture/storage to be more precise
LASAA WORK PLAN FOR 2016 CHALLENGES The need for immediate prosecution of fly posting offenders The need for resources to provide designated poster placement areas within the State; in line with schedule 2, section 8 of the Structures for Signage and Advertising Agency Law.
