
Learning Event on Country Approaches to REDD+ Safeguards in Asia
The Regional South-South Learning Event in Hanoi, Vietnam focused on sharing experiences and lessons learned in meeting international safeguard requirements for REDD+ and developing Safeguard Information Systems (SIS). Key challenges, such as new safeguard concepts and limited guidance, were discussed along with potential solutions. The event aimed to inform stakeholders and foster dialogue among REDD+ countries in the Asia region.

Regional South-South Learning Event (Asia) on Country Approaches to REDD+ Safeguards and Safeguards Information Systems Event Introduction Hanoi, Vietnam 26thOctober, 2017 1
Event Rationale Warsaw Framework anchored REDD+ to UNFCCC (2013). Countries aiming to receive Results- based Payments from REDD+ must: 1) Implement REDD+ in a manner consistent with the Cancun principles 2) Safeguards Information System (SIS) 3) Summary of Information Many challenges: - Safeguards often quite new to forest agencies responsible for REDD+, cross sectoral nature; - Limited guidance and no clear standards from UNFCCC; - Different interpretations (e.g. do no harm vs multiple benefits), terms (e.g. IPs); - Country circumstances (REDD+ context, approach, scales of implementation) and; - Timing (safeguards must be in response to REDD+ policies/measures) Additional complications due to multiple requirements of FCPF, GCF and others. We all need to learn from each other. No one right way. Limited S-S dialogue opps. 2
Event Objective, Outcomes and Outputs Objective: To share experiences and lessons learned to date on meeting international safeguard requirements for REDD+ and developing SIS and to discuss common challenges, issues and potential solutions among REDD+ countries in the Asia region. Outcomes: Key REDD+ safeguards focal points and stakeholders of participating countries are better informed about the latest developments and requirements Shared experiences and lessons learned from the Asia region (and beyond) provide participants with broader perspectives and potential solutions in developing country approaches Output: Information Brief on key lessons, case studies/examples structured around: i) processes; ii) challenges; iii) opportunities and iv) lessons/solutions 3
Event Format 2 days/4 sessions; Semi-structured/facilitated discussions around each UNFCCC requirement Underlying/cross-cutting theme will be meeting multiple safeguards requirements Session 1: Setting the Scene UNFCCC Safeguards Requirements A Global Overview of Progress Forest Carbon Partnership Facility (FCPF) Safeguards Requirements and Progress in Asia Green Climate Fund (GCF) Emerging Safeguards Requirements for Results-based Payments from REDD+ Session 2: Ensuring REDD+ activities are carried out in consistency with Cancun safeguards Thematic presentation Sub-themes: 1) REDD+ Approaches & Scales; 2) Utilizing governance arrangements Country presentations: 1) Indonesia & Bhutan; 2) Mongolia & PNG Group discussions in Country Teams and plenary 4
