Why is it needed mandates NSOs to compile and disseminate IMTS ensures the availability of, and access to, data sources such as customs records establishes effective institutional arrangements that define official statistics - avoids confusion amongst data users when the same data are accessible from agencies other than the NSOs safeguards the confidentiality of individual data What it includes legal agreements relevant laws and regulations that govern data-provision relations all other aspects of data compilation and dissemination in a country 2
Types of legal acts Types of legal acts 1. Legal acts governing customs records WCO: 1. Kyoto Convention for standards and customs procedures 2. Harmonized System Convention for commodity classification WTO agreement on Customs Valuation aims for a fair, uniform and neutral system for the valuation of goods for customs purposes WTO: 2. Legal acts regulating the collection, processing and dissemination of trade statistics and the working relations of the concerned agencies Customs Non-customs 3. Legal acts protecting the confidentiality of information 3
