SUPPLEMENTAL LEVY PLANNING BOARD OF TRUSTEES MEETING OCTOBER 28, 2019
TIMELINE Proposed election date: March 10, 2020 Levy Resolution to County: January 20, 2020 January Board Meeting: January 13, 2020 (Approve Levy Amount)
HISTORICAL DATA In 2012, during a school board meeting it was reported that Caldwell School District #132 has had a supplemental levy for 51 years*. That would mean as of 2019, we are at 58 years with our patrons renewing the two year levy. In 2003 the Supplemental Levy amount was $650,000. It grew to $2,744,000 in 2011. In 2016 it was reduced to $2,500,000. In 2018 the supplemental levy was renewed for two years and expires June 2020. *Per the Idaho Tax Commission, the furthest back they can easily find is 1978, due to the deterioration of micro-fiche records for prior years.

CONCERNS Declining Enrollment New Funding Formula 19-20 lost 265 students Fractionalized enrollment will be used. In 18-19 average daily attendance was 6,002. Fractionalized enrollment would have been 5,838. 20-20 Mosaics Public School (Charter) planned to open August with 300 students K-4thgrade. Will eventually be K-8thgrade. The current definition for Economically disadvantaged is detrimental to Caldwell because we are a CEP district. We are only allowed to report students that are receiving assistance through SNAP or TANF. Potential decrease of over 500 students results in reduction of 17.79 support units. This equates to $1,782,000 reduction in funding.
CONCERNS - continued Classified Salaries/Labor Pool Funding Formula We will not be able to capture 1,695 students as qualifying for reduced price lunch. October 10, 2019 KTVB reported Amazon IS bringing 1,000 new jobs. Amazon says all jobs will pay a minimum $15 per hour, with comprehensive benefits including full medical, vision, and dental insurance as well as a 401(k) with 50% match. We are working with the SDE to propose a new definition to the legislators. Over 70% of classified salaries are less than $15 per hour,

Impact to Levy Rate Net taxable market value increased 13.45% for tax year 2019 September 2019 levy rate was reduced to $3.66 per $1,000 of taxable value. The new rate still allows for an increase of $1.6 million in the supplemental levy amount. The levy rate will remain the same if the supplemental is renewed at $2.5 million or increased to $4.1 million.
REQUEST Based on the information we have reviewed tonight I would like to request an increase of $1.6 million. This would bring the levy amount to $4.1 million for 2020-2021 and 2021-2022.
