Eagle Service Project (ESP) Introduction Eagle Scout Service Project Requirement: While a Life Scout, plan, develop, and give leadership to others in a service project helpful to any religious institution, any school, or your community. (The project must benefit an organization other than Boy Scouting.) A project proposal must be approved by the organization benefiting from the effort, your unit leader and unit committee, and the council or district before you start. Service Project Proposal Project Name Provide a Good Descriptive Name Project Description and Benefit: Detailed Project Description Provide Adequate Project Details like What, Size, Quantity, Complexity. Explain how project will help beneficiary. Why is your project needed ? Provide sketch or photos to help visualization It should be noted that the 2021 and later Eagle Service Project Workbook is now providing more expanded section to provide details. The more detail the Eagle Rank Candidate can provide makes this district approval process easier. You are encourage to write a small paragraph or a few sentences for all Responses. Rev 9 Mar 2024

Giving Leadership: - How many people will be needed? - Where will you recruit help? - What will be most difficult in leading them Materials / Supplies / Tools / Other Needs - Detailed lists are not required. Specific Types are encouraged. - But you must show that you have a reasonable idea of what will be required. - Where applicable material dimensions. Project Proposal (cont) Preliminary Cost Estimate - Document your estimated expenses for Materials / Supplies / Tools / Other. - Project Costs should be listed before any projected material or in-kind donations or discounts. - Explain how you will raise your money to cover the total costs of your project. Be specific. This could change during final plan portion. - By deleting or backspacing the $0.00 Costs, you should be able to update. Project Phases - Think in terms of phases , list one line descriptions of what they might be. Be Specific to the project Do not items not specific to project. - First phase may be to complete your final plan. Other phases might include fundraising, preparation, project build and execution, and reporting. Project Proposal (cont) Write your Proposal Sections with the Details that demonstrates your project Size Need/Community Benefit Scope Material Needs Project Phases How are you going to complete the project by detailed steps Proposal Suggestions To enhance District Eagle Service Project Approval, the written Eagle Service Project Proposal details in most Proposal Categories; multiple sentences should be use to provide the details required for District Approval. Typical Project Scope I am going to build a bread box to provide bread support for a local food bank pantry. Improved Project Scope I am going to build 4 - 48 x 48 x 12 Deep Bread Boxes to allow for bread storage. The interior of bread boxes will be lined vinyl stick paper to allow for periodic cleaning and the outside will be sanded and painted. The front edge will have half round edging or routed. These bread boxes will be easily clean and project the Bread from getting damage on the shelves. Rev 9 Mar 2024

How will you Lead? How you will execute? What - TOOLS you will need MATERIALS you will need RESOURCES you will need WORK SESSIONS you will need Responsible Expectation for Positive Experience in order to execute the project ! Demonstrate Leadership The Eagle Scout Candidate needs to be able to discuss in their workbook on how they will be able to demonstrate project leadership. The Project Plan To ensure success of your project, it is best to work with a Project Coach. Complete the Project Plan portion of the Workbook while the Proposal information and notes from the District Review are fresh in your mind! Project Plan is a tool for your use it is not approved or signed off. It helps you as you plan and to visualize your project. Material Total Cost & Final Fundraising Needs Tool Safety Build Steps Time Required Review Final Plan with your Project Coach and beneficiary. Changes from the Proposal Keep track of any changes from what was approved at your Proposal meeting. Significant changes must be approved by the beneficiary and the District Advancement Committee. Project Execution Fundraising Application Submitted Signed Application to the Scout Office i.e. your local District Executive, prior to receiving a donation or discount in excess of $100 from a business or company. Application not required for contributions from family, troop, chartered organization, or beneficiary. Note: Carefully track all income and expenses; all leftover monies and materials go to the beneficiary. Baden Powell Council Fundraising Policies Work Sessions Eagle Projects are a Unit Activity. Service Project Report Prepare to discuss at your Eagle Board of Review: - Project Execution Start & Completion Dates. - What went well, what was challenging, what was rewarding? - Any significant changes? - How did you provide leadership? - What you learned about leadership? - Any shortages or overages of materials or supplies - Breakdown of hours worked - by you, from writing the proposal through the final report - by BSA youth and adult members & by non BSA-youth and adults - Complete cost summary - Photos and other documentation. Eagle Scout Application (cont) Letters of Recommendation: Candidate provides references per the Eagle Scout Application to his Scoutmaster for Letters of Recommendation. The Unit Leader (or designate) obtains & brings reference letters to the Eagle Board of Review. Sealed Reference Letters are to be turned in to the District Eagle Advancement Chair before the scheduled Board of Review. Ask if you can use them as references first. - Parents / guardians - Religious (Scout or Parent may also write statement of Reverence) - Educator - Two non-family references who know Scout personally. - Must provide min. 5 References - References should have all the contact information address, phone # & Email. - Employer if any is optional. The Eagle Candidate/their parents/guardian(s)/family should not receive Reference Letters to avoid any conflicts of interests. Per BSA Guide to Advancement, Reference Letters are property of Council. Recommended the troop sends the reference requests 8 10 weeks in advance of anticipated board of review. Rev 9 Mar 2024

Not Awarded Date. - Required Merit Badges not earned in the group are crossed out . - Select Unearned Required Merit Badge by Highlighting it. - Right Mouse Click Select Cross Out. - Accurate Life Rank Board of Review Date - Leadership position date(s) must total 6 months of service time. Must not start until day of or after the Life Board of Review date. Must have a finish date . Present is not allowed. If unit uses Scout Book, it provides a downloadable Eagle Application. Under Scouts > Awards -> Individual Scout Record -> Report -> Eagle Application There is NO Requirement for a printed Individual Scout Record. Rev 9 Mar 2024

Eagle Scout Application (cont) Scoutmaster Conference: The Scoutmaster Conference must occur prior to the Scout s 18th birthday. Over and above discussing Scouting Spirit, living the Oath and Law daily, etc., the Scoutmaster will make sure all the items of the Eagle Packet are complete in preparation for the Eagle Board of Review. Knowledge of your Project including Plans Material Work sessions Safety Concerns Addressed Leadership Opportunities Life Scout Provides Completed, original project workbook Completed & Signed original Eagle Scout Application Project Summary form & Bio (includes life ambitions statement as required on Eagle application) Additional Documents as needed. Unit Leadership Provides Letters of recommendation in sealed envelopes (Eagle Application requirement #2, provided by unit leader) Unit Advancement Report - Leader Portion Upper Left Completed. - Candidate Name & Award. - With No Signatures - Must not have any Earned Eagle Palms. Eagle Scout Palms Eagle Palms - Can now be awarded for every 5 merit badges earned over and above 21! - Eagle Scout Palms required a separate Advancement Report. Units are responsible for tracking which merit badges are assigned to particular palm. National Eagle Palm Report is obsolete. Rev 16 Mar 2021
After the Eagle Board of Review Following the Board of Review, the scout or his unit submits the following to the Council Scout Office: Signed Eagle Scout Application with Signatures Unit Advancement Report form with Signatures Service Project / Bio Summary form - Separate Unit Advancement Report for Eagle Scout Palm Council will sent the Eagle Scout Application to the National Office in Irving, Texas for final approval.
