Definitions Monitoring: the systematic, ongoing assessment of program performance over time. Evaluation: an in-depth, objective assessment of program relevance, efficiency, effectiveness, impact and sustainability at a specific point in time. Output: the product from an activity delivered, e.g. number of people who received training. Outcome: the change that occurs as a direct result of the activity within the lifetime of the program e.g. farmers are using new skills acquired through training to manage their livestock. Impact: the long-term sustained result of program activities on people s lives e.g. increased productivity of livestock systems.
Impact Pathway (IP): shows how a research intervention (Flagship/Value Chain) is expected to lead to the desired results the results chain from activities to outputs to outcomes to impacts, why the various links in the pathway are expected to work, and who needs to be involved. Theory of Change (ToC): adds to an IP by describing the causal assumptions (mechanisms of change) behind the links in the pathways what needs to happen for the causal linkages to be realized.
Use of ToCs in CGIAR Impact assessment: CRPs need to be able to explain how their research efforts are expected to contribute to development impacts. Despite the lag time between research and impact, CRPs must understand their intended pathways to impact and the assumptions behind them. Evaluation: CRPs are setting ambitious intermediate development outcome (IDO) targets over the next 3-6 years and will need to demonstrate how they have contributed to these IDOs. Monitoring: The ToC identifies what events and conditions should be tracked to understand how implementation is progressing. Monitoring needs to cover not only key results, but also key causal link assumptions and any gaps in logic and evidence.
Use of ToCs in CRP Livestock Identify critical linkages between program inputs and outcomes (and ultimately impacts). Identify critical conditions for success (e.g., contextual factors such as policy and economic conditions). Identify alternative explanations of change (counterfactuals). Facilitate the identification of research questions that need to be tested to confirm or refute the original program ToCs. Make a cause and effect argument that can be linked to activities of the CRP.
M&E Plans Develop and agree glossary of terms for CRP Livestock. Review (and update if necessary) the overall and Flagship ToCs with Leaders/teams and agree what pieces of work will be commissioned to ensure that research is contributing to development outcomes. Finalize and implement CRP Monitoring, Evaluation, Learning and Impact Assessment (MELIA) framework. Incorporate social learning into the MELIA framework. Develop and maintain database of program performance indicator data. Monitor Flagship and partner performance against POWBs. Develop CRP Livestock Partnership Strategy.
Country & Flagship support plans Help to coordinate cross-cutting assessments. Look at ways of presenting impact pathways and research lines. Assist with development of country-level ToCs and monitoring frameworks to feed into country strategies. Backstop country teams to improve partnering and engagement practices (with CKM). Support updating of country, value chain and site level assessment tools (with RMG). Process documentation of ongoing changes to ToCs and implications for research implementation (with CKM). Assist Flagships with entering/reviewing data in online monitoring system (MARLO).
