OFFICIAL Low carbon policy and drivers Drivers of approach: Previous governments committed to long term carbon reductions through the Climate Change Act and the Paris Agreement Investing in innovation, jobs and growth Cutting energy costs for households, businesses and the public sector Ensuring a reliable and secure supply of energy Reducing fuel poverty and improving housing Improving air quality and health Tackling climate change We have a new government and will be briefing new ministers over the coming weeks to inform their policy decisions 2

OFFICIAL Local delivery plays an important role Energy projects in local areas are essential to deliver these outcomes Many organisations are involved in making these projects happen Local authorities and LEPs play an important coordinating role Energy has been a factor in devolution deals, including Greater Manchester, and BEIS works closely with the Combined Authority, for example to: Develop district heating networks Support action on health and fuel poverty, including Wigan AWARM and Warm Homes Oldham Enable community energy schemes Develop carbon reporting and cost benefit analysis methods Our team is looking to encourage and enable this kind of activity, here and across the country 3

OFFICIAL ERDF is a major opportunity for investment Over 600m funding available across England for low carbon projects which drive jobs and growth Support for businesses, public sector, domestic retrofit and innovation Around half of project costs covered Our team is here to support you in making the most of this opportunity 4

OFFICIAL BEIS Local Energy team In 2015 DECC started taking steps to support local delivery of ERDF Build capacity and support delivery at the local level Facilitate cross-area and cross-Whitehall collaborative working The resulting Local Partnerships Pilot focused on unlocking ERDF for energy and low carbon activities aligned with national objectives The pilot demonstrated the benefits of supporting local delivery to increase low carbon investment Central contact point on energy and low carbon for LEPs and LAs Three key future roles were identified for BEIS 5

  6. OFFICIAL BEIS Local Energy team Working with LEPs, local authorities and communities to deliver energy projects Aim to support by: 1. Developing local capability and capacity across England 2. Tackling barriers eg strategic, legal, procurement, financial viability 3. Linking up local projects with sources of funding Central contact point in government for local energy, working with other BEIS teams and government departments to inform policy and programmes Signpost support and resources Provide technical support to DCLG on energy and low carbon aspects of ERDF Provide input to devolution and local growth 6
