The Kaustinen sub-region, in the province of Central Ostrobothia, formed by five municipalities Intangible cultural heritage is recognised as one of the fundamental sectors in growth, wellbeing and the overall image of the region Especially the connection to tourism and digitalisation is expected to create new interesting prospects for the region CONTEXT Kaustinen sub-region

The Regional Council will promote the rich and living cultural heritage of Central Ostrobothnia in the municipalities and create the conditions for the development of local and regional vitality and activities that support it. COMMON WILL Kaustinen fiddle playing is on the UNESCO list of intangible cultural heritage. The Regional Council of Central Ostrobothnia seeks to support and create new policies and ways to take advantage of this in terms of the identity of the region, community and industry sectors.

Typically, the municipalities and associations have seamless co-existence and collaboration Where as municipalities have statutory responsibilities towards citizens, associations fill in by creating opportunities in the civil society Municipalities as local authorities support associations in various ways: grants, use of premises, workshops etc. Vivid associations and institutions ran the application process with local public authorities support COLLABORATION

Right from the beginning of the process, four years in advance, municipalities, sub-region and the province supported the application process of Kaustinen fiddle playing to be listed on Unesco s Representative List of the Intangible Cultural Heritage of Humanity Regional Council supported the process by funding various projects Living cultural heritage was included in various strategies, development programmes and plans on various levels (municipalities, sub-region, province) SUPPORT FROM LOCAL AUTHORITIES

Representative of Kaustinen municipality joined the process Delegation in benchmarking visit to Estonia Member in task-force group preparing the application The local associations had the main role in application process Local and regional authorities had a supporting role The main experience: Civil society works best when local authorities and associations have their clear roles and local authorities respect, support and try to enhance the will and actions taken by the associations and active people involved.
