Lord Cornwallis . Introduction . In 1786 , Lord Cornwallis came to Bengal as Governor General . Before his appointment , he had acted as the Commander in- Chief of the British army in the American War of Independence . He was interested with the task of finding out a satisfactory solution to the land revenue problem , Re Structuring the Commercial Department , Purifying administration and reorganising the judicial department . He amended the Pitt s India Act in 1786 He carried out the following reforms in the different fields of administration .
Administrative Reforms : Suppression of Corruption . Cornwallis brought far reaching administrative changes . The first three years of his rule he successfully checked the abuses practised by the officials and defined their duties and responsibilities . 1. The servants of the Company received low salaries and there was no provision for pension . So they engaged in private trade and received heavy bribes . So Cornwallis increased their salaries and he abolished the jobbing agencies and Contracts . 2. In order to brought economic change , a number of profit Posts were abolished . 3. He boldly resisted the requests of the Directors and other persons in England who recommended their favourites and dependents for Indian appointments .
He did serious injustices to Indians . He distrusted the Indians and shut them out completely from the higher places in Government services . Commercial Reforms : English Company used to buy goods from Indian merchants through their Residents . These residents paid less to the Indian Merchants and cheated the Company by reserving good stuff for themselves and sending goods of inferior quality to the company . Cornwallis abolished this type of contracts with the merchants . Judicial Reforms : Cornwallis made important changes in the Judicial system and tried to organise it on European lines . With this object in view , he compiled the famous Cornwallis Code in 1793 .
