Federal Updates MDE Office of Special Education 2
OSEP Onsite Visit to Michigan The federal USED Office of Special Education Programs will be monitoring the MDE the week of September 16t Monitoring based on: Fiscal systems (grant amount & number of charter schools) SSIP (implementation of an Evidence Based Practice) Participation in state s general assessment Proficiency in reading and math on state and federal assessment Graduation and Dropout rates Specific focus on partnership and turnaround schools and the performance of students with disabilities 3
OSEP Onsite Visit: Goal Meet with MDE, ISD and local district staff What is working well regarding student improvement What are the challenges or barriers to effective implementation and support For ISDs and local districts what is working well in their interactions with the MDE What are effective supports? ISD Determinations to be released The MDE will issue determinations to ISDs July 1, 2019 First time issued at the ISD level First time determinations will be based on compliance & results Graduation Dropout Participation in state assessment Proficiency on 4th and 8th grade reading and math (MSTEP scores) ISDs will receive either: Meets Requirements Needs Assistance Needs Intervention 7

General Supervision System Monitoring Cohort 0 will include 8 ISDs Eastern Upper Peninsula Marquette-Alger RESA Oakland Schools Mecosta-Osceola ISD Sanilac ISD St. Joseph County ISD Washtenaw ISD Wayne RESA Monitoring process to ensure each ISD has a fully functioning General Supervision System (GSS) The GSS must address the 8 components of general supervision Monitoring checklist being used to document progress No findings of noncompliance will be issued for Cohort 0 9
MDE OSE Guidance Series Creates a communication tool to establish a common understanding regarding a state or federal requirement Is designed to establish the standard to be used to determine correct implementation of the requirement Serves as a technical assistance resource to be used by the State Education Agency or the Intermediate School District in response to identified noncompliance MDE Office of Special Education 11
