  1. Mahithi Hakku Adhyayana Kendra focussed on implementation of RTI Act in Stamps & Registration Department popularly known as Sub Registars Offices in Karnataka since 2006.

  2. The objective was to bring total transparency in the functioning of the Department as well as proper implementation of RTI Act by the Public Authority.

  3. It is the only department in Karnataka which is fully computerised and digitised except records prior to 2004 and also All Public Information Officers and First appellate Authorities are provided with E mail Ids.

  4. 33 District Registrars AND one Deputy Inspector General of Registration who are First Appellate Authorities were also activated in the light of Hon ble Supreme Court Judgement which makes filing of First Appeal mandatory.

  5. All 34 Appellate Authorities were visited personally and provided with copy of procedure followed in disposal of first appeals. Format for issue of notice for first appeals and issue of orders in first appeals was also provided. .

  6. Now this is the only Public Authority in Karnataka where First Appeals are being heard regularly and speaking orders are being issued within the time limit.

  7. It took nearly Ten years for us to completely open up the department under transparency. Now the department is geared up to provide any information in Electronic format Apart from the above the department achieved significant success in publication of Section 4 information also in their web site

  8. WE made several applications with a view to create awareness amongst PIOs and First Appellate Authorities. Important Orders of Karnataka Information Commission, Central Information Commission, High Court of Karnataka and Supreme Court of India were circulated to all offices of the Department through E-Mail.

  9. rtihelplinekarnataka@ gmail.com - A E mail based Online support was extended to PIOs in disposal of applications under RTI. Even Public Information Officers were assisted in presentation of cases before Information Commission.

  10. Advance information of details of Second appeals before the Commission was provided to the Public Information Officers and they were informed about importance of being present before the Commission during hearing of appeals. PIOs were also assisted in filing written statements before the Commission.

  11. A book titled RTI & SUB REGISTRAR was published based on information collected through RTI from various offices of the Department. Compilation of important orders of Karnataka Information Commission brought qualitative improvement in implementation of RTI Act in the department.

  12. The book was supplied to all PIOs of the public authority, free of cost. This book is being used as guide by Citizens for seeking information from the office of the Sub Registrars. Even Public Information Officers are also using the book as a guide to dispose off applications received under the Act.

  13. Publication of decided cases of Karnataka Information Commission reduced minimum denial of information by the Public information Officers.

  14. Awareness was created amongst all PIOs through personal visit. Public Information Officers are being supplied with latest orders of the Karnataka Information Commission, High court of Karnataka and Supreme Court of India to keep them updated in the matter.

  15. The book gives a summary and gist of all important orders of the Karnataka Information commission which will make it easy for the citizen to spot the relevant decision on a given subject. This will also help Public Information officers to take decision whether information sought by the applicants are exempted under Section 8 of the Act or not.

  16. Publication of Section 4 information: We monitored publication of Section 4 information in all the 283 offices of the Public Authority and its updation by filing applications thereby compliance of the section was achieved.

  17. Display of boards notifying the Name and Address of Public Information Officers and First Appellate Authority was also ensured by filing application as well as by visiting the Offices of the Sub Registrars and District Registrars.

  18. OUTCOME 1. Helped citizens in obtaining information from the Public Authority within the time limit. 2. High rate of disposal of RTI applications by Public Information Officers within the time limit.

  19. 3. Proper disposal of first appeals by First Appellate Authorities thereby considerable reduction of Second appeals before Karnataka Information commission,. 4. Considerable reduction in imposition of penalty to PIOs by the Information commission.

  20. 5. Succeeded in bringing total transparency in the Public authority which ultimately resulted in good governance. 6. Succeeded in peoples participation in the administration of the department invoking RTI.

  21. 7. Public Authority is providing all its information held in Electronic Format. 8. Several recommendations made to the Government for improving their Systems and procedure ultimately resulted in Good Governance.

  22. NOW CITIZENS CAN GET CERTIFIED COPY OF ANY DOCUMENT FROM THE DEPARTMENT WITHOUT VISITING THE SUB REGISTRAR OFFICE PERSONALLY. ALL CERTIFIED COPIES OF DOCUMENTS REQUIRED TO BE PROVIDED UNDER THE REGISTRATION ACT ARE ACCESSIBLE UNDER RTI.

  23. Publication of gist of 184 orders issued by the Information Commission resulted in fast disposal of RTI applications as well as disposal of first appeals by the Public Authority.

  24. IMPLEMENTATION OF PUBLIC RECORDS ACT, 2010 Follow up of implementation of Public Records Act 2010 was also made and ensured notification of Public Records Officer in all 283 Offices of the Department.

  25. COMPLIANCE OF ALL ORDERS ISSUED BY THE KARNATAKA INFORMATION COMMISSION WAS ALSO ENSURED BY MAKING FOLLOW UP WITH THE PUBLIC INFORMATION OFFICERS THROUGH E MAIL.

  26. COPY OF THE BOOK TITLED RTI & SUB REGISTRAR WAS SUPPLIED FREE OF COST TO ALL PUBLIC INFORMATION OFFICERS, FIRST APPELLATE AUTHORITY TO ENSURE PROPER IMPLEMENTATION OF RTI ACT IN THE PUBLIC AUTHORITY.
