  4. Purpose According to the World Bank classification, 38 LDCs are in fragile and conflict-affected situations in 2024. Formidable obstacles to progress towards the achievement of the DPoA. The impact of a combination of various shocks. Climate change-induced migration is another growing threat facing LDCs. Forcibly displaced people and refugees as a result of wars and conflicts

Shocks and Stressors Impacting Various Systems in LDCs Disasters Geo-political Conflicts Economic Social Shocks and Stressors Human-induced (technological, etc.); Natural hazards (floods, drought, landslides); Health- related (outbreak, epidemic, pandemic) External: wars in other parts of the world; geopolitical concerns Internal: coup d etat, changes to the political context, civil unrest Agro-pastoral conflicts, communal, or those related to control of natural resources External: Global recession, regional macroeconomic concerns Internal: crises related to inflation, energy, oil and food prices, etc. Chronic conditions such as weak social protection systems and multidimensional poverty social ecological governance systems Governance and institutional, ecological, production and social systems can contribute to exacerbating the impact of shocks production livelihoods

  6. Purpose A multitude of overlapping humanitarian, governance, peacebuilding, and development needs. Some fragile environments are in conflict, while others are in the immediate post-conflict phase.

  7. Mainstreaming the DPoA in Fragile Situations It is important to make sure that the targets in the national development plans are consistent with the goals of the DPoA, especially the idea of leaving no one behind. Coordinating all existing planning frameworks for development, peacebuilding, and humanitarian efforts, which brings on board all relevant actors, will be critical to moving forward this agenda.

Mainstreaming the DPoA in Fragile situations Awareness-raising and multi-stakeholder engagement Integrated and multidimensional fragility assessment: Recognizing and evaluating the factors contributing to conflict, institutions and their context, natural catastrophe exposure, and vulnerability. Alignment and Balancing: Taking stock of the progress made on the SDGs to support the DPoA mainstreaming process.

Mainstreaming the DPoA in Fragile situations Efforts should be made to make prioritization inclusive based on accepted principles and prioritization criteria in fragile situations where politics tend to be divisive. Localization: The localization of the DPoA implementation in fragile situations is motivated by the "leaving no one behind" principle.

  11. Assessing Risks and Fostering Adaptability LDCs are struggling to fully recover from the COVID-19 pandemic. They are facing heightened vulnerability to external economic and environmental shocks. The fifth focus area of the DPoA calls for addressing climate change, environmental degradation, recovering from COVID-19 pandemic and building resilience against future shocks for risk-informed sustainable development.

  12. Assessing Risks and Fostering Adaptability To meet the DPoA commitments, recognizing risks and addressing emerging issues is crucial. Actions for Risk-informed Decisions and Checklist for Risk Assessment (DPoA Mainstreaming Guidelines).
