Mainstreaming IPOA into Liberia National Development Plan
Ministry of Finance & Development Planning in Liberia aligns its National Development Plan with the Istanbul Programme of Action (IPOA) to achieve development objectives. The planning process involves top-down and bottom-up approaches, with a focus on involving sectors, Cabinet decisions, and consultations with citizens. A robust Follow-up and Monitoring Mechanism is implemented through the National Steering Committee, Cabinet Retreats, Pillar Meetings, Sector Working Groups, and coordination by the National Focal Point.

Brief Background The Ministry of Finance & Development Planning in Liberia is responsible for the development, coordination and reporting on the National Development Plan. Liberia National Development Plan The Pro-poor Agenda for Prosperity & Development ends December 2023( i.e., 2018-2023). Liberia s commitment to achieving the objectives of the Istanbul Programme of Action (IPOA) was demonstrated by aligning its recent and past Medium Term Development Plans in practice to the 8 priority areas of the IPoA. Liberia is in the process of formulating its new Medium Term National Development Plan This presents an opportunity for the Doha Programme of Action (DPOA) to be mainstreamed in its plan.
Mainstreaming IPOA into Liberia National Development Plan Context : National and Sub-national The planning process : Liberia has a National vision Liberia RISING, Vision 2030. The Vision sets the long-term direction to lift the country to middle income status. Every five years, a medium-term National Development Plan is developed to achieve the vision. This medium-term plan is informed by counties priorities, sector plans and international plans such as: DPOA, SDGs, Agenda 2063, etc.
Mainstreaming IPOA into Liberia National Development Plan Top Down (ex: agenda setting) Cabinet set the overarching priorities (High level Political Decisions). Bottom Up Eleven Sectors meet and deliberate on development challenges and interventions to address these challenges. Nationwide consultations held (districts, counties and regional) to get the views of broader section of citizens.
Follow-up and Monitoring Mechanism National Steering Committee (NSC) : National Steering Committee (NSC) : 1. 1. Highest decision making body, Chaired by the President and includes key policy makers and development partners. Decision regarding mainstreaming and monitoring are made. Progress on Implementation provided during deliberation NSC meetings. Cabinet Retreat Cabinet Retreat 2. 2. Discuss key national development issues. Pillar Meeting (4 pillars) Pillar Meeting (4 pillars) 3. 3. Pillars meet quarterly to discuss progress and challenges and make recommendation(s) to the sectors and the Cabinet. Monthly S Monthly Sector Working Group(SWG) Deliberations ector Working Group(SWG) Deliberations : : 4. 4. Eleven Sectors: each holds monthly meetings. During these meetings, updates were provided and challenges highlighted on IPoA priority areas and targets relevant to the sectors. Recommendations are also made to fast-track implementation. Follow-up & Monitoring Mechanism National Targets are aligned to the SDGs, IPOA and AU Agenda 2063 Long-term outcomes are monitored through the Budget Performance Reports (Fiscal Outturn Reports), Division of Development Planning prepares reports on key national indicators; The M&E Unit at MFDP in collaboration with ministries and agencies also undertake monitoring on selected interventions because of limited funding. Progress and impact assessments are conducted, MFDP also does public expenditure tracking on key sectors such as education, health, infrastructure, etc. Periodic field visits to ascertain whether interventions are being implemented as planned and ministries and agencies provide quarterly, and annual report and sectors also provide report to their respective pillars. The Pillars provide policy and program recommendations based on the reports to the Cabinet. The Cabinet in turn discusses the recommendations and provide policy direction to the pillars The PAPD Steering Committee also meets to review progress of the implementation of the National Development Plan which is aligned to SDGs, AU Agenda 2063 and the DPOA. The Steering Committee also makes recommendation to the pillars and sectors to improve implementation where there are challenges. It is our aspiration to use the same monitoring mechanism for the DPOA. We also want to identify DPOA champions across strategic ministries and agencies as well as the CSOs and the media.
