Management of Change in Transition Process to Advanced Technology in Censuses
Main goals of adopting advanced technology in population and housing censuses include reducing time for data collection, enhancing data quality control, improving field work management, enabling online data transmission, ensuring continuity in technology use, and re-utilizing technology for future surveys. However, challenges such as limited implementation time, lack of experience, staff resistance, infrastructure needs, and procurement procedures must be addressed. Overcoming these challenges requires political, institutional, financial, and logistical support, as well as effective stakeholder involvement. Strategies for minimizing adverse impacts involve convincing the government, stakeholders, and staff through awareness campaigns, analysis, and brainstorming.

Main Goals of using Advanced Technology in Census 1. Reducing Time for (Data Collection, Data Transmission, Data Processing & Extraction of Results) 2. Quality Control of Census Data Through: (Demarcation and listing Operations, Questionnaire Design, Training Plan, Software Applications, Pre-Pilots, GIS/GPS, Manuals, Actual Enumeration Plan, etc.). 3. Field Work Management (FieldOrganizational Structure, Software Applications, Assign & Re-Assign of tasks, Technical and Statistical Support, etc.). 4. Online Data Transmission (Private Network). 5. Continuity of Using Technologies in Upcoming Censuses and surveys. 6. Re-utilizing the Large Number of Tablets by the Dos, Other Governmental Institutions and Other Countries. 2
Main Challenges of using Advanced Technology in Census(1) 1. Limited Time Period Between the Decision to Use Technology and its Implementation Compared with the huge work required. 2. Lack of Experience:(DoS Staff, Regional NSOs, Private Sector) 3. Resistance Towards Using Technology in Census by DoS Staff 4. The Need for Infrastructure (Data Center, Call Center, Operation Room) 5. Procedures of Procurements and contracts in limited time 6. Total Population Coverage in Actual Enumeration (Jordanians, Non-Jordanians) 3
Main Challenges of using Advanced Technology in Census(2) 7. Involving Different Institutions to Become effective Stakeholders. 8. Large Scale Project: (24,000 Field Workers & hundreds of Administrators) 9. High Risk Project: (10 Days to count all the Population by using New Technology without previous experience) 4
Requirements for Using Advanced Technology in Censuses Political Support. Institutional Support: Ministries, Public and Private Institutions. Financial Support. Human Resources:(Administrators, Technical Staff, and Enumerators). Technical and Infrastructure Needs (Data Center, Call center, Operation Room, Regional Offices, etc.) Contracting with Private Companies. Logistical Requirements (Thousands of Vehicles, Public Security, 100 Regional Offices, etc.) 5
