Key steps in managing NOAAs research and development portfolio: planning, execution/monitoring, evaluation, and reporting (Procedural Handbook, NAO 216-115A, 2017) Decide what to do and how to do it Know what is being done Execution / Monitoring Planning Reporting Evaluation Analyze what has been accomplished Know if things are being done effectively and efficiently 2

R&D Evaluations in NOAA (modified from Procedural Handbook, NAO 216-115A, 2017) Periodic -- budget performance, EOY accomplishments (yearly) Program/Laboratory/Science Center -- goals/objectives, QRP, intended outcomes (5 years) Progress to Plan -- evaluates NOAA-wide targets and successes (2years) Portfolio -- balance in light of Administration priorities, and agency strategic plans (4 years) Ad hoc -- e.g., Science Advisory Board (as needed) 3

External, peer-review of a program is intended to: Provide feedback on both program design and execution Ensure consistent standards of excellence in its research and development (R&D) portfolio Encourage innovation and collaborative approaches to meet the program goals and objectives Evaluate for stakeholders the outcomes of NOAA research, development and transition Highlight direction for future R&D activities 4

  6. Epilog The term "NOAA R&D Portfolio" includes the full range of R&D activities undertaken by NOAA and for NOAA. Portfolio: A set of investments that yield benefits, have costs and associated risks. Through management of a portfolio, NOAA can explicitly assess the tradeoffs among competing investment opportunities in terms of their benefits, costs, and risks (NAO 216-111). Your evaluation and recommendations will be a critical factor as we look for new priorities and tradeoffs! 6
