  2. DC Update DOE Marine Energy FY 2024 Funding DOE Marine Energy FY 2024 Funding Congress earlier this year finalized the FY 2024 appropriations bills, including for Energy and Water Development. President Biden had requested to cut marine energy funding by 13% in the FY 2024 budget request to Congress, from $120M (FY 2023) to $105M (FY 2024). Thankfully, after months of hard work, Congress rejected those proposed cuts and instead provided $141M, the highest funding level ever for marine energy since the program was initiated in FY 2008. Also, favorable directive report language was included related to private- sector led RDD&D efforts, cost share waiver, TEAMER, operations support for the marine energy centers, and foundational research. DOE Marine Energy FY 2025 Funding DOE Marine Energy FY 2025 Funding The annual process to fund the federal government for the next fiscal year is now underway. The current fiscal year ends on September 30. The FY 2025 Energy and Water Development bill will be considered by the Appropriations Committee in the House of Representatives in late June. Unfortunately, President Biden proposed a 20% cut to Water Power in the FY 2025 budget request to Congress, with marine energy reduced from $141M (FY 2024) to $112M (FY 2025). We are working to allow the WPTO to utilize stage-gated awards funded over multiple years with a focus on more mature systems nearing market adoption or to advance, improve, or complete ongoing testing and validation awards. We are also working to allow the new Office of Clean Energy Demonstrations to invest in marine energy technology deployments. U.S. Navy Energy Program FY 2024/2025 Funding U.S. Navy Energy Program FY 2024/2025 Funding $23M was included in the FY 2024 Defense Appropriations bill for the Navy Energy Program which is helpful to the wave energy sector. We are supporting a $35M request for Marine Energy Systems for Sensors and Microgrids in FY 2025. New Federal Marine Energy Bill New Federal Marine Energy Bill Legislation is being drafted by Rep. Nanette Barrag n, a Democrat on the House Energy and Commerce Committee who represents the 44th Congressional District of California. The bill would authorize $1B in federal funding focusing on technology RDD&D and demonstrations along with refined location specific resource assessments, improvement of permitting, and workforce development efforts. Regulatory Improvement Legislation Regulatory Improvement Legislation Efforts continue in Congress to negotiate bipartisan reforms to the hydropower federal regulatory process. Some Senators are exploring how the marine energy sector could benefit from these legislative efforts.
