CURRENT STATE OF PERSONNEL: Marion County Schools employs 45 professional and 129 service personnel in excess of positions funded by the State based on student enrollment. $79,523,354 of the local budget is spent in personnel costs and benefits (excludes overtime, substitutes, and other miscellaneous personnel costs for each of these positions). $10,742,405 is optimal excessive cost for personnel supported by the local levy (which expires in June 2024). Statewide, only Marshall County exceeds the formula by more than Marion County (187 total employees over the formula). Over a 5-year period decrease in student enrollment (-167 FY 2020, -287 for FY 22, -207 for FY 23) 83% of the county s budget is dedicated to salaries and benefits 27 professional and 9 service positions were funded by ESSERF through 2024 for $2,061,107 per year of federal funds allocated for COVID-recovery.* Reductions of positions and transfers of staff can only be addressed during one period-of-time, March-May 1 annually. OTHER FACTORS IMPACTING THE BUDGET: Gasoline: A 50% increase in fuel prices for Marion County Schools is an estimated $300,000 increase annually. Gas prices have doubled since last school year. In a month s time, gas prices increased $1.00, which is a 30% increase. Pay Raise: On March 10, 2022, the pay raise for all state employees passed the Legislature and awaits the Governor s signature: $1,435 per service employee over the formula = Additional $185,115 (salary and benefits included) added to the budget $2,585 per professional employee over the formula = Additional $116,320 (salary and benefits included) added to the budget Property Tax Assessments: Marion County s assessments have increased approximately $200,000, but this is unpredictable from year- to-year.
