In Maryland, there are two types of Medicaid Federal Financial Participation (FFP) available, namely Service FFP and Administrative FFP. This includes services provided to Medicaid-eligible individuals and matching dollars for administrative costs. The Medicaid Assistance Percentage (MAP) is a key component in Maryland's program, supporting various systems change efforts. The Maryland Department of Aging is involved in conducting Level I Screen Options counseling and other essential functions. Time studies, cost documentations, and contractual relationships with agencies play crucial roles in Medicaid-related activities. Collaboration between MDoA and DHMH for claiming FFP, developing infrastructure, and documenting costs is ongoing.

There are two types of Medicaid Federal Financial Participation (FFP) that states can receive for Medicaid: Service FFP: percentage that is paid according to each state s Federal Medical Assistance Percentage (FMAP) for services provided to a Medicaid eligible individual. Maryland s FMAP is 50%. Administrative FFP: matching dollars (generally 50%) that are paid to cover administrative costs necessary to operate the program. Administrative FFP may be claimed for activities that contribute to the efficient and effective administration of the Medicaid program. Claimable administrative activities include, but are not limited to: intake for Medicaid services eligibility determination service authorization quality assurance oversight for Medicaid services Maryland Department of Aging 2

  3. MAP has become a central component of Maryland s BIP and other systems change efforts. MAP sites will be assuming responsibility for new functions including: Conducting the Level I Screen Options counseling BIP and MFP funding for these efforts is time limited.
