Plans for 2022 Accountability Reporting Presentation to the Board of Elementary and Secondary Education February 15, 2022
Background Due to the pandemic, Massachusetts received federal accountability waivers in the 2019-20 and 2020-21 school years, and an assessment waiver in the 2019-20 school year o The last time DESE issued accountability determinations for districts and schools was in fall 2019 The U.S. Department of Education invited states to request certain one-year changes to their accountability systems for the 2021-22 school year DESE intends to submit a request for flexibility around certain federal accountability reporting requirements o If approved, state accountability regulations will need to be aligned 2 Massachusetts Department of Elementary and Secondary Education
Accountability Requirements Federal Requirements State Requirements Commissioner and Board Authority State law (M.G.L. c. 69, s. 1J-K) Describes the Commissioner s authority to designate a school Underperforming or Chronically Underperforming Describes the Board s authority to designate a district Chronically Underperforming Every Student Succeeds Act (ESSA) Describes the measures that must be included in state accountability systems Requires the identification of schools with specific types of low performance ( federal designations ) State regulations (603 CMR 2.00) Describes the district and school accountability system and the assistance provided by DESE Approved by the Board 3 Massachusetts Department of Elementary and Secondary Education
Federal Requirements Proposed Plan Meet minimum federal reporting requirements by issuing updated federal designations* in fall 2022, using data from the 2021-22 school year: o Comprehensive Support and Improvement (CSI): The lowest performing 5 percent of Title I schools statewide, and any high school with a graduation rate below 66.7 percent o Targeted Support and Improvement (TSI): Any school with one or more student groups that are among the lowest performing 5 percent of student groups statewide for two consecutive years o Additional Targeted Support and Improvement (ATSI): Any TSI school with one or more identified student groups demonstrating performance below that of the 5thpercentile Title I school *DESE began issuing federal designations in 2018 4 Massachusetts Department of Elementary and Secondary Education
Federal Requirements Proposed Timeline Process and timeline: o February 15: Initial Board discussion of plans for 2022 accountability reporting o February 15 - March 1: Public comment period for the 2021-2022 Addendum for the Consolidated State Plan o March 2: Initial discussion of plans for 2022 accountability reporting with the Board s Accountability and Assistance Advisory Council (AAAC) o March 7: Deadline for submitting the 2021-2022 Addendum for the Consolidated State Plan to ED 5 Massachusetts Department of Elementary and Secondary Education
State Requirements Proposed Plan Proposed plan: oReset the baseline for future accountability reporting using data from the 2021-22 school year as the new baseline oRun an accountability lite model in fall 2022 Publish district, school, and student group-level performance data for each of the approved accountability indicators, as well as certain normative measures (e.g., school percentiles) oUpdate state accountability regulations to reflect these changes 6 Massachusetts Department of Elementary and Secondary Education
State Requirements Process and Timeline Process and timeline: o March 22: Board discussion of plans for 2022 accountability reporting and vote to solicit public comment on proposed amendment to state accountability regulations o April - May: Public comment period for proposed amendment to state accountability regulations; discussion of regulations with the AAAC (date TBD) o June 28: Board discussion and vote to approve proposed amendment to state accountability regulations o Fall 2022: Official district and school accountability lite results released to the public 7 Massachusetts Department of Elementary and Secondary Education
Commissioner and Board Authority Proposed plan: o No changes to statutory authority of Commissioner or Board Process and timeline: o The decision to name new and/or exit existing Underperforming or Chronically Underperforming schools or Chronically Underperforming districts is not impacted by the proposed changes to federal and state accountability reporting for the 2021-22 school year 8 Massachusetts Department of Elementary and Secondary Education
