Regulatory Process BESE voted to solicit public comment on proposed amendments to 603 CMR 2.00: Accountability and Assistance for Districts and Schools Department received eight written comments from the public Most commented-on issues: o Lack of specificity about the new accountability system o Use of the school percentile to rank schools relative to each other o Removal of the Conditions for School Effectiveness o Public comment period for accountability system changes o BESE s authority to designate a district as underperforming o Commissioner s authority to modify the turnaround plan in an underperforming school o The Commissioner's authority to remove the chronically underperforming designation from a school that is within a district that the Board has designated as chronically underperforming. 4 Massachusetts Department of Elementary and Secondary Education
DESE changes to the regulations in response to public comment Summary document of public comment created with DESE response DESE added more clarity about the accountability system to the regulations including: o Definitions of terms used in the system o Detail on what measures will be reported annually o Detail on how annual performance determinations will be made o A formal public comment process for changes made to the system DESE also clarified the authority of the Commissioner related to the modification of a turnaround plan in an underperforming school 5 Massachusetts Department of Elementary and Secondary Education
Accountability summary DESE developed a document to summarize the following information presented to BESE over several months. o What indicators will be included in the system o Weighting of the indicators in the calculations o Use of a normative component (school percentile) o Use of a criterion-referenced component (accountability target percentage) including measuring the performance of the lowest performing students o Subgroup reporting o Assessment participation o Categorization of schools and districts 6 Massachusetts Department of Elementary and Secondary Education
