Competency and Values Framework (CVF) The CVF is a series of statements that underline the sort of behaviour expected from police officers As they are such a critical part of the recruitment process, you should think/speak/write/breathe/eat the CVF Apart from today s exercise, you must re-write them in your own words, then summarise and remember them Basically, the CVF provides the answers to the AC exercises

  26. RP1 - CAR PARKING A clearly agitated Lesley Porter approaches you in a Sandwich Bar situated on the Promenade whilst you are on police patrol. You have gathered that there is some sort of issue about car parking.

  27. RP2 Drugs (1) - Candidate Sam Kerr, who is the Chair of Portcoast Neighbourhood Watch scheme, has asked to speak with a police officer. Sam is concerned that their 14 year - old son, Fred, may be hanging about with the wrong people and may be taking drugs. There has been an increase in the use of illegal drugs in Portcoast, something reported widely in the media. You are about to meet Sam Kerr in the police station.

RP3 Drugs (2) - Candidate You have subsequently interviewed Fred Kerr and are satisfied that, although he has not taken drugs, he is running about with a group of young people, some of whom may be on the periphery of crime. Fred has named a friend, Tom, as buying and taking drugs. You are about to interview Tom s parent, Bobby Patterson, in the police station.

RP3 Drugs (2) - Actor Your character will be annoyed and a little confrontational at being questioned about their son, don t believe the allegations and are uncooperative e.g. my son wouldn t do that! But, if the police officer is empathetic, you will eventually accept that the police have a job to do. You are from a decent, law abiding family and, at the bottom of it, worried about Tom s welfare. You will mention something about a Jackie possibly being a leader of a gang , and that you have heard they may be mixed up in drugs.

  32. RP3 Drugs (2) - Assessor Does the candidate take Control of the situation? Does the candidate take Ownership of the issue? How does the candidate react under pressure? Does the candidate show concern for Tom and address the shock of the parent? Do they appeal to parental concern for welfare issues or take a blunt approach that the young person is breaking the law? Do they want the young person to be an informant/tout? Do they explore how this matter might be dealt with?

  33. RP4 Drugs (3) Candidate Jackie Davison is 18 and from your enquiries is what could loosely be described as the ring leader amongst Fred, Tom and their circle of friends boys and girls ranging in age from 14 to 18. You decide to interview Jackie in the police station.

  34. RP4 Drugs (3) Actor Jackie Davison is pleasant but cheeky and wary of admitting any drug use. You accept that there is a group who spend a lot of time together in the usual teenage activities, hanging about the street etc and you eventually admit that you could be considered as the leader . You blame the lack of facilities for young people for this hanging about . You are amenable to advice from the candidate as to how they might avoid drug scenarios.

Concentrating on getting Jackie Davison to admit drug use might obtain an admission but is missing the proactive and prevention strategy that the candidate should be focussing on. Does the candidate emphasise the important part that young people have to play in society and what will best serve their interests? How does the candidate relate to Jackie and work in developing partnerships? Is a plan of action developed? Is a clear outcome identified?

  36. THE BIG SCENARIO

  37. Action Plan 1 You are a Constable Grey, a newly recruited police officer of the Dalriada Police Service . Your duties include providing cover at the annual Portcoast Pride Parade which is just coming to a successful conclusion without any incident. You receive a call to go to the Station Road Petrol Station and Spar as the Manager has contacted the police. Apparently an elderly customer, a Hilary Mullan, is in a state of shock after witnessing what they describe as a serious incident on the garage forecourt between two drivers, one driving a van and one driving a car, the driver of the van allegedly being a member of the Irish Travelling community. Hilary is an elderly local Councillor and the Chair of the Coletown Policing and Community Safety Partnership (PCSP). In addition, the Manager of the Petrol Station believes that the driver of the car involved has driven off without paying for fuel. A local journalist is also at the scene when you arrive.

  40. Action Plan 2 Following up on the information provided by Councillor Mullan and further inquiries, you find out that the registered owner of the car involved was a Chris Campbell. You are about to visit the home of Chris Campbell later that afternoon. At this stage, Chris has not been in contact with the police.

What are your priorities How do you deal with someone who is reluctant to assist with a police investigation? What more do you need to find out?

Role Play 3 Following up on the information provided by Councillor Mullan, Chris Campbell and further inquiries, you ask Jude Jameson, the unofficial leader and spokesperson for the Travelling Community in the area, to come into Coletown police station. You have 5 minutes to prepare and 5 minutes for the Role Play, which will take place at Coletown Police Station
