  3. 2025 A/S METHODOLOGY DISCUSSION ERCOT s Luis Hinojosa presented an updated 2025 A/S Methodology proposal. Since previous WMWG meeting, ERCOT updated RRS values using the new NERC Interconnection Frequency Response Obligation (now 1,365 MW minimum RRS-PFR limit for 2025). ERCOT also proposed new changes to Non-Spin and ERCOT Contingency Reserve Service: For Non-Spin, ERCOT is proposing to use the 4-hour ahead average net load forecast error for calculating Non-Spin requirements during the overnight hours but keeping the 6-hour ahead average net load forecast error for other hours. For ECRS, ERCOT is proposing to use the higher of the capacity needed to recover frequency based on the 70th percentile of historic inertia or the capacity needed to cover load forecast error. Currently ERCOT calculates ECRS quantities to cover both those risks rather than the max of the two. For Regulation, ERCOT is continuing to propose changing from using net load ramp and historical regulation deployment to using SCED net load forecast error like how it calculates Generation to be Dispatched today. ERCOT evaluated the impact of large load ramp on regulation exhaustion and did not identify a need to change the methodology for LFLs.

  4. ESR STATE OF CHARGE MONITORING ERCOT s Luis Hinojosa shared the A/S provision and performance SOC report populated with July data. ERCOT plans to post this monthly to the WMWG meeting page, and there will be a standing item to discuss this and ERCOT s other regular reports.

  5. NPRR1235 DISPATCHABLE RELIABILITY RESERVE SERVICE DISCUSSION ERCOT s Ryan King outlined ERCOT s August 23, 2024, comments proposing a two-phased approach that would not include ESRs in the initial phase of DRRS. ERCOT s commitment is to start discussions and file a separate Phase 2 NPRR by the end of the year, but not necessarily to implement a Phase 2 product. Mr. King also highlighted key provisions of the original NPRR to draw attention to certain policy decisions that were embedded in the NPRR, including the day-ahead market demand curve, the Reliability Deployment Price Adder treatment, and the RUC scaling factor that would be used for DRRS. There was not consensus from the group about an endorsement. Some had a desire to include ESRs but appreciated that the complexity of inclusion might require a Phase 2 approach. Some had a desire to solve the complexities to allow for ESR inclusion at the onset of DRRS.

  6. NPRR1229 CMP PAYMENT POLICY QUESTIONS DISCUSSION ERCOT s Ino Gonz lez reported that he had continued discussions with STEC to develop ERCOT s position in response to NPRR1229. Mr. Gonz lez expressed concerns that there were significant policy questions addressed by the NPRR, and he had not received feedback from other market participants. The NPRR author, STEC s Lucas Turner, responded to questions about the NPRR and clarified that STEC did not have the ability to reject ERCOT s instruction during the event that precipitated the NPRR. WMWG recommended that this NPRR may be a good test case to discuss at TAC to decide whether these policy issues require input from the PUCT.

  7. NPRR1238 VOLUNTARY REGISTRATION OF LOADS WITH CURTAILABLE LOAD CAPABILITIES ORDC IMPLICATIONS Luminant s Katie Rich described that NPRR1238 creates a new load type for loads that agree to voluntarily curtail before an EEA, and adjusts the price through the Reliability Deployment Price Adder when they are deployed by ERCOT. Ms. Rich proposed a second adjustment to the ORDC adder when these loads are deployed. After some discussion, Ms. Rich agreed to provide language for her proposed change to facilitate further debate.

  8. NPRR1241 FIRM FUEL SUPPLY & HOURLY STANDBY FEE Luminant s Katie Rich presented NPRR1241, Firm Fuel Supply Service Availability and Hourly Standby Fee, and described that it is intended to address a proportional claw back mechanism for FFSS resources during a declared ERCOT Watch. ERCOT s Ino Gonz lez suggested that ERCOT was open to a proportional claw back formula but needed more time to consider the proposal and form an opinion on the appropriate percentages to use.

  9. OTHER The pricing impacts of ERCOT s LDL Override decisions made during the April 8 eclipse was an item on the agenda but will be discussed at a future meeting. A discussion of CARD, which was assigned by WMS in its August meeting, will be discussed at a future WMWG meeting. WMWG discussed NPRR1230, Methodology for Setting Transmission Shadow Price Caps for and IROL in SCED and agreed that future monitoring activity should occur at CMWG rather than WMWG.
