2024 Mathematics Professional Learning Partnership Grant Overview Senate Bill 153, Chapter 38, Statutes of 2024, Section 114 of the Education Omnibus Budget Trailer Bill for the 2024 25 California State Budget appropriated the sum of $20 million to allocate to one or more county offices of education (COEs) or a consortium of COEs to partner with the California Mathematics Project (CMP) to develop and deliver educator training, particularly the training of mathematics coaches, and provide resources to educators on delivering high-quality mathematics instruction to pupils throughout the state, pursuant to the 2023 Mathematics Framework.
2024 Mathematics Professional Learning Partnership Grant Funding and Duration The full appropriation will be awarded to one Lead COE who may serve individually or as the lead of a COE-led consortium to support statewide implementation. Total grant budget of $20 million. The grant period is from April 1, 2025, through March 3, 2028. 4
Goals of the Grant Program (1) The Lead COE awarded the 2024 MPLP Grant will accomplish each of the following, in partnership with the CMP: 1. Develop and deliver educator training, focused primarily on the training of mathematics coaches and teacher leaders, designed to support educators throughout the state in providing high-quality mathematics instruction, aligned to the 2023 Mathematics Framework. The professional learning opportunities must conform to the best evidence regarding effective learning for educators. This includes, but is not limited to, the Quality Professional Learning Standards. 5
Goals of the Grant Program (2) 2. Provide resources to educators on delivering high-quality mathematics instruction to kindergarten through grade twelve (K 12) pupils throughout the state, pursuant to the 2023 Mathematics Framework. 6
Goals of the Grant Program (3) 3. Coordinate resources and educator training with the grantees of other mathematics educator professional development initiatives, including but not limited to all the following: a. Fresno COE as the lead of the California Early Math Initiative (CAEMI) and Count Play Explore (CPE) (https://ece.fcoe.org/early-math-initiative); b. Grantees of the Mathematics, Science, and Computer Science Professional Learning (MSCS PL) Grant (https://www.cde.ca.gov/ci/pl/mscsplgrant.asp); and c. Grantees of the Learning Acceleration System (LAS) Grant (https://lasgrant.ccee-ca.org/). 7
Eligibility Any COE with expertise in developing and providing resources and professional learning in mathematics to educators is eligible to apply for the grant as the Lead COE. If multiple COEs partner as a consortium, a Lead COE must be identified to act as the Fiscal Agent. COE applicants may also apply in partnership with other well- qualified governmental or nonprofit providers of high-quality mathematics training to educators. 8
Partnership and Coordination The Lead COE will meet project goals in partnership with the CMP. The Lead COE will coordinate with the CAEMI and CPE, grantees of the MSCS PL Grant, and grantees of the LAS Grant to avoid duplication of effort and provide coordinated, streamlined access to mathematics professional development and resources for the state s educators. 9
California Mathematics Project The mission of the CMP is to develop and enhance K 12 teachers content knowledge and instructional strategies aligned with the California State Board of Education adopted California Mathematics Content Standards and Framework. The CMP supports 19 regional sites located on University of California, California State University, and independent college and university campuses to provide professional and leadership development for K 12 teachers throughout the state. California Mathematics Project Current Initiatives (1) Mathematics Professional Learning Events - Opportunities for educators throughout the state to develop knowledge and strategies for high-quality mathematics instruction, including lesson design support, in-the-moment coaching and collaboration with teachers, and teacher leader development. Lesson Study - Professional development model that supports teachers working together to analyze and improve classroom lessons, focused on the goals for their specific students content acquisition and learning attitudes. 11
California Mathematics Project Current Initiatives (2) Early Childhood Mathematics - Supporting the conceptual development of children s mathematical thinking and reasoning about numbers through various strategies, including counting collections. Application Procedures Applicants must submit an application electronically through an online application system. - Directions for access and technical assistance specific to the system will be provided to entities that submit a Notice of Intent to Apply by the applicable deadline. The online application system will require the applicant to enter responses to prompts requesting information and upload attachments for review. 14
Application Components To Enter Within the Application System Entity Information - Entity Address, Entity Identifying Information, Project Contacts Budget Summary - For each fiscal year of the grant, aligned to the detailed budget narrative Upload of applicable attachments 15
Application Components To Upload as Attachments Application Narrative Responses (Required) - A template will be available within the application system, aligned to Appendix C of the 2024 MPLP Grant RFA Document. Proposed Project Plan and Proposed Budget Plan (Required) - A template will be available within the system, identical to the Excel file Attachment 1: Proposed Project Plan and Proposed Budget Plan Form on the 2024 MPLP Grant RFA web page. Letter of Support from the CMP statewide office (Required) Letter(s) of Support for any additional partners (Recommended) 16
Saving Responses Select the Save button within the online application if you do not intend to complete the application in one session. Ensure the email address you provide is accurate. The identified program user(s) may log in at any time, as many times as needed, to continue the application through the application deadline. 17
Completing the Application Narrative All questions for each section must be addressed. Responses must be conceptually clear and technically feasible. Character limits must be observed. If responses exceed the character limits, the reviewers will only read the information up to the identified maximum character limit, including spaces. The formatting of the document must be Arial font, 12-point font size, black text on a white background. Bold, underline, and bullets may be used. Lines may not be spaced less than single space. Save and upload the completed template as a PDF, with the file name MPLP Application Narrative Responses [Lead COE name]. 18
Application Narrative Sections Category A. Professional Learning Plan (four questions) - Articulate a theory of action for implementation. Category B. Partnership and Coordination (two questions) - Demonstrate capacity to collaborate with applicable entities. Category C. Project Staff Experience (four questions) - Demonstrate capacity and expertise to act as the Lead COE and fiscal agent for this grant program. Category D. Progress Monitoring (one question) - Describe plans for monitoring and continuous cycles of feedback. 19
Completing the Proposed Project Plan A Proposed Project Plan should include expected project partners and planned activities through the entire duration of the grant. The template is available for download on the 2024 MPLP Grant RFA web page, combined with the Proposed Budget Plan. The spreadsheet tab 1 provides instructions. Tab 2 and tab 3 are for completion of the Proposed Project Plan. 20
Completing the Proposed Budget A Proposed Budget should cover the entire duration of the grant. The template is available for download on the 2024 MPLP Grant RFA web page, combined with the Proposed Project Plan. The spreadsheet tab 1 provides instructions. Tabs 4 8 are for completion of the Budget Narrative for each fiscal year and the Budget Summary. The application budget will be reviewed and scored. Submit the complete Excel file by uploading within the application system with the file name MPLP Project Plan and Budget [Lead COE name]. 21
Application Budget Narrative The Proposed Budget Narrative for each fiscal year must include a detailed budget description for each line item within the grant period. - Provide sufficient detail and a breakdown/calculation that justifies each line item. - Group line items by the Object Code services. - Provide lines for Object Code totals. The Lead COE s indirect costs may be calculated using its approved indirect cost rate for the 2024 25 fiscal year as a maximum. 22
Application Budget Summary Proposed Budget Summary must provide totals for each Object Code and must align with the Proposed Budget Narrative for each fiscal year. Note: the application system may require the budget summary to be entered directly into the system, in addition to being included within the attachment. - Please ensure that the budget entered within the system matches the budget within the attachment. If there are discrepancies, reviewers will review based on the budget within the uploaded Excel spreadsheet. 23
Letters of Support Letters of Support indicate that the appliable entities support such a partnership or coordination if the Lead COE applicant is ultimately selected but do not necessarily indicate an exclusive endorsement. Letters of Support must be signed by an individual who has the authority to commit the entity to the activities they are assigned in the Project Plan. 24
Letters of Support Submission (1) Required: Letter of Support from the CMP statewide office. - Upload as an attachment within the application system. - Applicants may contact Kyndall Brown, Executive Director, to request a Letter of Support via email at kbrown@gseis.ucla.edu. - Optional: CMP to host an office hour on November 13, 2024, at 4 p.m. as an opportunity to connect. If interested, submit the following Google Form to attend: https://forms.gle/tPJiZp4qREgecVn99. 25
Letters of Support Submission (2) Recommended: Letter(s) of Support from any additional partners, including entities receiving funds through the CAEMI, CPE, MSCS PL Grant, and LAS Grant; other COE consortium members; institutes of higher education; nonprofit providers of professional learning; or CMP regional sites. - The online application system will require all additional Letters of Support to be combined and uploaded as a single .zip file. 26
Review Process Only completed applications will be considered eligible for consideration and advanced for scoring. A panel of reviewers selected for their expertise will read, review, and score each eligible application using a scoring rubric (see Appendix B in the 2024 MPLP Grant RFA). Application reviewers will be instructed to take a holistic approach in the review of the application. The selected application is subject to the approval by the Executive Director of the State Board of Education. 27
Rubric The Rubric is divided into five sections (A E). Reviewers will consider the Proposed Project Plan when evaluating the applicant s responses to the application questions. See Appendix B in the 2024 MPLP Grant RFA for the full evaluation rubric.
