  3. Types of Medicaid Coverage Types of Medicaid Coverage 3 Full Coverage- DYS provides ODM with a monthly report detailing youth admissions and releases for the prior month. In cases where coverage is never switched to incarcerated status the span remains active during their stay and youth are released with full Medicaid. Inpatient Hospitalization Services Plan (IHSP)- incarcerated status- only covers hospital admissions. Presumptive Eligibility (PE)- temporary Medicaid for up to two months- the month they are released and the subsequent month.

  4. Release Planning Release Planning 4 The type of Medicaid coverage and billing number is conveyed to the youth s treatment team to assist in release planning and community linkage. The type of coverage and Medicaid billing number is put in the youth s My Important Documents folder which is given to them upon release. Youth are given the information on how to apply for full Medicaid online or by calling the Medicaid hotline.

Current Barriers Current Barriers 5 Full Coverage Currently cannot be used by facility youth for CANS assessments for OhioRISE enrollment IHSP Need to apply for full Medicaid for medications and services to be covered PE Coverage ends at the end of the month after being released Follow through from the youth/family is needed to apply for full coverage Not having a youth s social security number Any existing coverage cannot be verified Cannot apply for PE Released with no coverage

  6. Future Release Process for Medicaid Future Release Process for Medicaid 6 DYS has been working closely with ODM to develop a pre- release process where youth can be released with full Medicaid. This is in the early stages of determining implementation. The goal is for usable Medicaid coverage to begin 30 to 45 days prior to release. This will allow for CANS Assessments, OhioRise enrollment, and community linkage to services before release.

  7. Consolidated Appropriations Act of 2023 Consolidated Appropriations Act of 2023 7 A release process involving active Medicaid prior to release will be needed by January of 2025 for compliance with the Medicaid changes for incarcerated youth in the Consolidated Appropriations Act of 2023.

  8. CANS and CANS and OhioRISE OhioRISE 8 CANS assessments are not currently being completed on DYS facility youth prior to release due to not having usable Medicaid for service linkage and OhioRISE enrollment. Only youth in IV-E alternate placements, those who were auto- enrolled, or that had OhioRISE upon admission may have OhioRISE upon release.
