Part 2 MEHA Body Art Enforcement Presentation of 3-16-2016
Enforcement Brandon Morrill, Sanitarian Health Department of Northwest Michigan
The Beginning Started with a body art complaint Opened an investigation Collected viable information from social media, complainants, and confidential informants. Took time to build evidence and establish relationships with outside agencies
Scratcher X Environmental Health Director issued Cease and Desist Order X became cooperative and started the plan review process for a licensed facility Then X went underground again Over the next year, the investigating sanitarian continued to build and maintain agency relationships and became deputized
Search Warrant Lengthy discussion with Sherriff s Office drafted search warrant Warrant was a half day process. Had all the paperwork in order. Reviewed by prosecutor and approved by the Judge 1/22/2015, a search warrant was served at 7:30PM to Scratcher X
Summary Charges are pending Lessons learned: Cultivating relationships Bringing together major stakeholders Legal Tattoo artists Law Enforcement MDHHS Breaking down silos Permeate the hierarchical structure and nature of government with better flow of information.
