Paris Agreement Paris Agreement Overarching goal to hold the increase in the global average temperature to well below 2 degrees Celsius above pre- industrial levels; and pursue efforts to limit the temperature increase to 1.5 degree Celsius above pre-industrial levels It is a legally binding international treaty on climate change. It was adopted by 196 parties at the UN Climate Change Conference (COP21) in Paris, France 12th December 2015. It entered into force on 4 November 2016.

  4. Paris Agreement Paris Agreement con t con t If by 2030, we do not reach the Paris Agreement s target? We will face up to 2+ degree Celsius in global warming. This warming means far more erratic weather conditions and global temperature records being reached. We have already faced the negative impacts of climate change due to current warming.

  5. Nationally Determined Contributions (NDCs) Nationally Determined Contributions (NDCs) Paris Agreement requests each country to outline and communicate their post-2020 climate actions, known as their NDCs.

Pacific Regional NDC-hub During the COP 23 in Bonn Germany in 2017, the regional Pacific Nationally Determined Contribution Hub (NDC Hub) was formally launched a dedicated regional facility, created and owned by the PICs , to provide catalytic support for NDC implementation in PICs. The NDC hub receives Country Requests from PICs outlining specific needs for support in the NDC process and implementation.

  9. Kiribati Proposal to NDC-Hub In 2022, the NDC hub has completed its 3rd call for proposals from member countries. Kiribati through its Climate Change Coordinator at the Office of the President submitted a proposal to Strengthen and Expand its Standard and Labelling Programme for Appliances Provide Financial support Work delivery Project Timeframe: November 2022 June 2023

Project Workplan Task 1: Enhance the skills of government officials in regulating MEPSL appliances Key activities - Drafting the MEPSL online registration system guides for applicants and regulator. Deliverable: - MEPSL online registration system guide for applicants /suppliers developed - MEPSL online registration system guide for gov t officials developed *DRAFT versions of both have submitted on Jan 2023

Project Workplan [cont] Task 2: Enhance the skills of government officials in regulating MEPSL appliances at the border and retail stores Key activities - Draft the MEPSL Verification check and compliance guide and checklist Deliverable: - Customs officials MEPSL verification check and compliance guide completed - SUBMITTED - Gov t officials MEPSL market surveillance guide completed - SUBMITTED - MEPSL online system training for government officials and suppliers completed - UNDERWAY - Enhanced knowledge and skills of government and border control officials of the process required for regulating MEPSL appliances in Kiribati - UNDERWAY

Project Workplan [cont] Task 3: Strengthening the existing/new regulations for energy efficiency initiatives Key activities - Draft all forms and guidelines required by (laws state national laws) - Zoom meetings with Kiribati to discuss and finalize the forms and guidelines Deliverable: - All forms and guidelines required by Kiribati EE Regulations law drafted to be submitted in end of April 2023

Project Workplan [cont] Task 4: Reviewing of drafted MEPSL regulation for Kiribati Key activities - Undertake desktop review on the draft MEPSL to identify gaps and recommendations - Zoom meeting with Kiribati to present the key findings (gaps and recommendations) Deliverable: - Desktop review report copleted to be submitted in end of June 2023
