Resident concern Resident concern Thank you for the leaflet drop, concerning the PFA. This cannot be a simple Yes/No situation. There are a number of essential facts needed before residents can make a proper judgement, namely: Is there any location within the curtilage of the village boundary where there is a level piece of land of sufficient size to accommodate all the facilities currently in use? Let alone any additional facilities. The answer appears to be that there is no large level site as an alternative within the village. Is the Parish Council prepared to guarantee the future maintenance, staffing and running costs of this increased facility? Can the new site be provided conveniently to the centre of facilities and population. Bear in mind that there is no other suitable park facility in the village, just play areas, and greens where balls can not be used. The existing facilities are for formal sport. The new site should be suitable for children's adventure play areas such as cycle tracks, with hills and obstacles, or skate board rink. Both formal sport and adventure areas are not without risk. But so are our roads if used for the wrong purpose: for football, by speeding bikes and cars. We must NOT open up the possibility of closing the only substantial area for recreation in our village, unless we are very sure that full facilities can be provided in a suitable location. With adequate supervision and facilities.
Resident concern Resident concern As someone who works in property and lives locally I wanted to voice my opinion to you rather than on any facebook or social media post. It is blatantly obvious to me what is happening with the playing fields and the Barwood site. Whoever is supporting this from the PFA needs to be stopped as it will be a complete catastrophe if it continues and quite frankly embarrassing. The playing fields will be worth circa 4,000,000 with planning permission. The new playing fields will cost circa 750,000 to build including the agricultural land value. If this land is given to Barwood as a swap for a new leisure facility not only will they benefit from 100 houses adjoining the proposed new leisure facility but they will be in control of the playing fields and a further 4m. In affect they will be swapping a 750,000 playing field complex for a 4,000,000 development site thereby screwing the residents of Middleton Cheney out of 3.25m which rightly should benefit the village not Barwood's shareholders. If Middleton Cheney contacted an agent in Banbury and asked for bids to promote the playing fields they would then receive circa 3.5m after consent. This would then mean the village could buy and build their own custom leisure complex and have millions to spare. What is currently happening, if left to continue will leave all those in positions of authority with egg on their face when everyone realises they have given away a 4m asset. I think you need to be blunt with this and fight for the village, if this is to be considered then the playing fields should be offered to promoters or developers on the open market to ensure the value of the asset is maximised. This will be a once in a lifetime opportunity for the village to fill their coffers for the next 50 years, Middleton Cheney Village does not have any other significant streams of revenue so I urge you not to let this pass by and to make Barwood's shareholders rich by giving this field away!
Resident concern Resident concern Whilst I am sure you are already tired of people giving their opinions on the proposed Playing Fields development, I would just like to add my thoughts for consideration. As a resident of the Main Road I am obviously always going to prefer looking at a playing field rather than houses, but this is only part of the reason. It seems a great shame that one of the few green spaces left in the village is being considered for the building of houses. It has always been my understanding that the main purpose of this space is as a playing field for the enjoyment of all. Whilst I understand there may be more demand for additional space for football clubs, this shouldn't be at the expense of the loss of a playing field for all the other residents and children of the village. It feels that the bias is far too much towards people that play in teams rather than for the enjoyment of the rest of the village. When my children were growing up the thought of them having to go to the outskirts rather than the safety of a central location in the village would have made me more reluctant to let them make use of this space. We still don't seemed to have grasped the importance of outdoor recreational space in a central location for children to play in and continue to sell these spaces for more housing which I find quite sad. I understand that the village has currently met its housing requirements and is not under pressure to build additional housing so would hope that the main motivation for this move is not monetary. As a non social media person I do feel that we have been kept very much in the dark over the whole proposal. I regularly look at the notice board by the primary school car park and have never seen any information posted about the subject. I understand that flyers have been distributed around some areas of the village but I think the wording of these is biased towards one answer. Whilst I agree that the club house requires some updating I don't really see this as a reason to move the Playing Field. The demand for a large Social Club in the village has declined over the years but surely some funds could be found to update the facility for its current needs? Having lived on the Main Road for the last 25 years we are more than aware of the anti social behaviour and high jinks that can take place at times in the field. I would be concerned that this would only increase if moved to the outskirts of the village. Thank you for taking the time to read this and I do hope that some thought is given to my comments.
PFA Answers PFA Answers Further to the recent communication regarding the Playing Fields Association and considering a new purpose built facility, we have summarised some of the questions that have been asked, and have responded to these below. Apologies for the slow response, this is being managed by volunteers who work full time and also have other commitments: 1. Is there any further information or details that can be shared at this stage? The PFA have been working behind the scenes since the start of the year as the Social Club is closing at the end of December 2019. We wanted to be proactive to find better facilities as this topic has been discussed regularly at both Parish Council and PFA Meetings for a very long time. So there has been a lot of work completed into options available and also what the potential new facility requirements would be. Whilst this has previously been shared at both PC and PFA meetings over the last 2-3 months, the plan is for this to also be shared at an open village meeting once we have reviewed the feedback at the end of September. 2. What sites are being considered at the moment? There are only a very small number of potential locations that are suitable in size, and these are further down Astrop Road, in Banbury Lane and Waters Lane. Additionally, and importantly, we must consider each of these sites in terms of location, access, infrastructure and other issues essential to the overall project. 3. Is this Village Hall being included in the proposal? At this stage, the Village Hall are not being included in the project. 4. Is the project being funded from Villagers? No, the process would be that the current playing fields in Astrop Road would be sold to fund the development of the new facility. The way in which this would work is that the new future facility would be FULLY completed, at which stage work would start on re- developing the playing fields. This would be a standard requirement of any contract that would be signed and is non-negotiable. We would not entertain any proposal that could include risk losing the current facilities, as other places (eg Chipping Norton) have done in the past. 5. Size of both football and cricket teams, what are the numbers of players, and are they all from the village? Currently there are 11 children s football teams (U7-U16) and 2 adult teams sharing 4 pitches, plus mini-kickers for under 6 s. Additionally there are 2 adult and 1 children s cricket team, plus Kwik cricket and All Stars for younger children. So there are literally hundreds of children and adults who enjoy playing sport within our village and this highlights that the current facility is unsuitable for the number of teams we have, with very poor changing facilities, toilets and very limited parking (which has received many complaints from residents previously). It is estimated that around 85-90% of those playing are cricket and football are from the village.
PFA Answers PFA Answers 6. Existing site what happens to it? The Social Club closes on 31 December 2019. There is no money available from any of the sports teams, PFA or Parish Council to restore the current facility so we need to look at new options. For us to get the funding necessary for a new build, the current facility would need to be sold for development. So there are the two choices that we have: 1. Let the current facility fall into a worse condition than it currently is or 2. Find a suitable location for a wider community based facility that will last for the next 40- 50 years. 7. How can we vote when we don t know what we are voting for? There is no hidden agenda behind the question trying to get people to vote and then go ahead and do something negative. We wanted to involve residents because from our meetings, it was felt that the village don t get their say so we are being transparent about potential options. We simply want to know if there was an option available, would it be supported? There is a long way to go before anything is decided, and views/opinions will be considered as part of this process. 8. Are there grants available for the upgrade of the existing site? There are grants available for certain elements of the playing field itself and the pavilion area from the Lottery fund,(Sport England) but not the building used currently by the Social club. These grants are generally quite small and would not be sufficient to upgrade the site as needed, so we would need to find c. 1m from somewhere to do this. Importantly it also doesn t resolve the parking issues or size of the current facility. 9. Cost of a new facility? We are currently working to obtain information relating to the financial viability of the project. 10. Transfer of the land to a Community Asset The land is managed by the PFA as an asset of the village (as a Charitable Trust) and overseen by the rules and regulations of the Charities Commission, the governing documents created at the outset of the PFA. If the decision of the village is to move from the existing site , it MUST be replaced with an equal or better facility, and would have to be signed off by the Charities commission and independently audited financially.

West Northamptonshire Strategic Plan West Northamptonshire Strategic Plan - - Issues Consultation Issues Consultation The local planning authorities in West Northamptonshire i.e. Daventry District, Northampton Borough and South Northamptonshire Councils with support from Northamptonshire County Council, have agreed to prepare a new Strategic Plan for the area. This will replace the West Northamptonshire Joint Core Strategy and will cover the period 2019-2041, although the Vision may look further ahead. The Issues Consultation is the first stage in preparing the new Plan, no decisions have been made yet and the purpose of the document is to raise awareness and stimulate debate. We have produced an Issues Consultation document which includes a series of questions on which we would like your views. In addition to the Issues document we have produced a Sustainability Appraisal Scoping Report which is available for comment and there is also an opportunity to put forward ideas for strategic sites through a call for sites exercise. We are endeavouring to bring on board a Consultant to help. Wrote to 4 initially and only one suggested they could help - Cost 53K over 2 yrs. Therefore, we are in touch with 2 others. All were sent a Brief plus a letter covering the Project Task, Overview of where we are, Consultancy Requirements. The Brief covered general introduction, our Vision and objectives, Scope of Work, Project Management and Project support required, Sustainability Appraisal, Plan Prep and evidence gathering, Consultations, Examination, Reporting Arrangements, Steering Group members and contact points, Formal requirements for tenders, Fee proposal (to be broken down). We also sent our Vision and Objectives (dated October 2018) Typical Agenda: Updates on Consultant, Potential Development Sites, LPA Updates, 5YHLS, Village Owned Housing Concept. The Sports and Social Club wish to move to a new and larger site (been approached by a Developer) and are pressing for this to happen. A Flyer will shortly be sent to all residents to gauge their views. There is also a small group who oppose development and make their views known.

Including undersupply then 5.12. Questions were asked on the 11yr supply and answers given Neighbourhood Planning - provided an update in SNC - no real problems - they did say they are there to help when required Local Plan Part2 - Plan modifications 150! Confines have been tidied up, etc. Modifications were endorsed. Permitted Development - the suggestion yesterday to expand but it will go out for consultation - doing this to cut down on staff time, etc. Comes under Local Development Order - Suggestion by a couple of D.C.'s that Parish Councillors should be more involved. Anyway 6 week period for public consultation and then it will be referred back to the Committee
