Foster Care Definition of Foster Care [45 CFR 1355.20(a)] The federal definition of foster care is 24-hour substitute care for children placed away from their parents or guardians and for whom the title IV-E agency has placement and care responsibility. Immediate Enrollment [ESEA 1111(g)(1)(E); Joint Federal Guidance, page 20] If it is formally determined that it is in the best interest of a child in foster care to move to a new school, the district agrees to expedite the related processes so that the child experiences no delay between leaving the school of origin and beginning at the new school. Point of Contact: The school principal and Federal Programs Director will work together to support foster care students.
MCKINNEY MCKINNEY- -VENTO (MV) VENTO (MV) According to the McKinney-Vento Law, each school district must: Immediately enroll MV students in the regular school program despite the lack of transcripts, immunization records, and other documentation. Provide transportation to MV students so that they can remain in their school of origin. Supply materials MV students need to participate in the regular school program and activities. Enroll MV students in free and reduced breakfast and lunch program. Identify a MV Liaison, who: Connects MV families with available community resources. Assists the family or youth efforts to gather documentation typically needed for school and to connect with public health as needed. Facilitates the establishment, maintenance, acquisition, and transfer of academic and immunization records for MV students. Coordinates the training of school staff on issues surrounding the education of MV students and the McKinney-Vento Law.

Title I Title I- -C (Migrant Education) C (Migrant Education) Districts that receive Title I-C funds carry out a variety of activities as a condition of participating in the program including, but not limited to: Identifying and recruiting migratory children and youth. Establishing and implementing a system of quality controls for the proper identification and recruitment of migratory children and youth. Promoting interstate and intrastate coordination of services for migratory children. Conducting parent and family engagement in the planning and operation of the local MEP. Identifying and addressing the unique educational needs of migratory children and youth. Evaluating the effectiveness of the MEP to improve services provided to migratory children.

Migrant Education Resources Literacy event in the spring (targeted for ME students) Literacy grant for ME students Title I-C funds will be used for supplemental academic materials like books, school supplies, learning games, etc. and personal hygiene supplies for students qualifying for MEP at each school.
