Migration Multi-Partner Trust Fund UN Network on Migration in Azerbaijan 23 November 2021
What is the Migration MPTF? First UN inter-agency pooled funding instrument focusing on migration Called for by Member States through the adoption of the GCM (A/RES/73/195) Not designed to absorb all migration projects and activities of the UN system, but focuses its support on joint programmes.
Key Features A partnership tool owned by national governments Alignment with GCM 360-degree approach & guiding principles People centered, whole-of-government and whole-of-society approaches emphasized throughout programme cycle Gender Marker and innovative Human Rights Marker in place Performance measured at Fund level through the Results Framework Support to UN reform Aligned with Funding compact Key role for UN Resident Coordinators Contribution to UN coherence Strengthening linkages between GCM and SDG frameworks Synergies with UN Network on Migration at country/regional/global levels
Governance and Programmatic Scope 360-Degree Approach GOVERNANCE STRUCTURE Thematic Area 1: Promote fact-based and data-driven migration discourse, policy and planning Steering Committee (SC) Decision making body chaired by the Coordinator of the UNNM (IOM DG) 12 members representing 4 constituencies (UNNM, donors, countries of origin/transit/destination, stakeholders) on staggered rotational basis Thematic Area 2: Protect the human rights, safety and wellbeing of migrants, including through addressing drivers and mitigating situations of vulnerability in migration Thematic Area 3: Address irregular migration including through managing borders and combatting transnational crime Fund Management Unit Day to day operational management + Support to SC in advisory capacity Administrative Agent (AA): UNDP MPTF Office Trustee of the Fund. Administers in line with UNDG rules Thematic Area 4: Facilitate regular migration, decent work and enhancing the positive development effects of human mobility Thematic Area 5: Improve the social inclusion and integration of migrants
Migration MPTF Programming Cycle Submission of Concept Notes (RC, PUNOs) Transfer of Funds (AA) Implementation Submission accepted anytime. However, to be considered at SC meeting, need to be submitted 6 weeks prior Revision, Reporting Approval of Joint Programme (SC) Review (FMU, SC) Evaluation Confirm eligibility (JP criteria); Assess adherence to key principles Joint Programme document development/ submission Inclusion in Pipeline/ Priority (SC) Closure Next SC meeting: 14 December 2021
Steering Committee Decisions to Date Joint Programmes and Pipeline Projects Funded Joint Programmes (9) TA1: North Macedonia (IOM, UNFPA, UNHCR) TA2: Tajikistan (IOM, FAO, UNICEF, UN Women); Trinidad and Tobago (IOM, UNICEF, UNFPA) TA3: Guinea-Liberia-Sierra Leone (IOM, UNDP, WHO, ITC); Afghanistan (IOM, WHO) TA4: Philippines (IOM, ILO, UN Women); Regional IGAD (IOM, ILO, UNOPS, UNHCR) TA5: Chile-Mexico (ILO, UNHCR, IOM); South Africa (IOM, UNDP, OHCHR, UNHCR, UN Women) Pipeline Priority (10) 10 priority JPs (2 for each of the 5 thematic areas) from among the pipeline. Whenever resources become available, JP to be funded will be selected from this pool Non-Priority (22) Pipeline projects for future consideration Key Criteria: Quality: Adherence to fundamental project cycle management (PCM) and results-based management (RBM) principles; Alignment to the GCM guiding principles. Balance and Diversity: Thematic balance (360-degree approach); Geographic balance; Diversity of partnerships and interventions
Funding Status Demand: Demonstrated Need Strong and consistent demand from Member States (97 concept notes from received to date) Supply: Funding Status Early 2020 positive momentum halted by the Covid-19 crisis, rebuilding the pre-COVID-19 momentum is critical; In 2020, USD 17.5m contributed by donors (target was USD 25m); Taking into account recent pledges, current amount of contributions are over USD 20m However, only 10% of 2021 funding target has been secured to date (USD 30m for 2021) All funds available have been programmed. Opportunity: International Migration Review Forum (IMRF) As the establishment of the Fund was called for by the GCM, the IMRF is a natural platform for increasing visibility IMRF funding target (USD 70m) has been set
Proposal Considerations General Whole-of-society and people-centered need strengthening (most demonstrated strong whole-of-government) e.g. involvement of migrants and affected communities Multi-country and/or regional projects: Out of 90 submissions, only 9 were multi-country or regional e.g. migration cycle/corridors (sending- destination), borders; Innovation: Specific articulation needed e.g. multiplier effect, scaling/replicability potential, leveraging additional financing, lessons learned
