  4. OPEN FORUM Welcome. Village Council has presented an opportunity for public to individually address Council on any topic municipal government for a period not to exceed 2 minutes per person. Information presented to Council may or not be acted on and will not be debated unless there is a majority vote to do so. the general relevant to The accusations or making any personal attacks on any member of Council or Staff. Any person who starts insulting or making accusations or attacks on any member of Council, Council as a Whole, or any Staff member will be kindly asked to remove themselves from Council Chambers. OLD BUSINESS Subject: Investigate incentives for residential and commercial development At the August 17, 2023 Regular Council Meeting, Council instructed administration to investigate incentive for property development for both residential and commercial properties. Administration provided examples from other communities and recommended including industrial properties to the list at the November 16, 2023 Regular Council Meeting. The agenda item was then tabled to give council members more time to investigate possible incentives; and further, gave direction to Administration to draft policies or bylaws to 1) provide incentives for new residential and commercial/industrial development, and 2) provide incentives for renovations to existing buildings. On December 21 2023 Council provided the CAO with direction how to draft incentives for vacant residential and commercial/industrial properties and for fa ade reconstruction/renovations for existing buildings on residential and non-residential properties, and tabled the discussion to the next Regular Council Meeting AND to draft a bylaw or policy to prevent the consolidation of lots without Council approval. CAO was not able to have drafts prepared for the January or February 2024 Regular Council meetings due to holidays and preparing for the 2023 financial audit. Administration has prepared a draft policy for residential development incentives, and a draft bylaw for non-residential development incentives. Note, the Municipal Government Act only permits municipal tax incentives for non-residential properties (see attachment). Many municipalities, however, do have residential tax incentives. Municipal Affairs has been contacted to identify othermechanisms that are in place to incent residential development ; no response yet. Additionally, Administration has provided a one-pager about a unique housing policy that was found in another municipality.   10. OLD BUSINESS Subject: Annual Public Meeting Tabled from November 16, 2023 Regular Council Meeting. There is no legislative requirement for holding Annual Public Meetings. Last Annual Public Meeting: November 21, 2022 Attachment(s) None

NEW BUSINESS Subject: Eagle View Lodge Request to waive snow removal fee Request from CAO of Eagle Hill Foundation: Please accept this as Eagle Hill Foundation s formal written request to have the Village of Myrnam complete snow removal for Eagle View Lodge s parking lots for no fee. Eagle Hill foundation is working very hard to remain financially stable and in doing this we are looking to our communities to help us support our local seniors. Currently The County of Two Hills does snow removal at no cost for Hillside Lodge located in Two Hills and Eagle Hill Lodge located in Willingdon. The County would also take care of Eagle View Lodge but unfortunately, they do not have equipment suitable for the job located at the Myrnam County Shop, therefore we are requesting the assistance of the Village of Myrnam.
