  2. The process so far ... Previous regional MPI: Social Panorama 2014, Santos & Villatoro (2016). In 2019 ECLAC created an internal working group to achieve a common perspective on a multidimensional poverty index for Latin America. Starting point Prioritize regional comparability Based on household surveys for official poverty measurement (BADEHOG repository) Conduct an exhaustive review of possible deprivation indicators Main outcomes General agreement on relevant dimensions, indicators and thresholds, within a context of restricted data availability. Strong demand to address intra-household inequalities, especially those related to gender.

  3. Basic elements for a regional index Persons as the unit of analysis Individual deprivations for 3 age groups (<18 yrs, 18-64 yrs, >=65 yrs) Effectively shows gender inequalities, not adequately captured when deprivations are aggregated at household level ... ... but requires more information than currently available to capture individual deprivations for children. Dimensions and indicators Housing: Building materials and overcrowding Basic services: water, sanitation, energy, internet connectivity Education: years of schooling Employment (or retirement pensions, for elderly population): Lack of employment (unemployment, out of labor force due to unpaid household work) Inadequate employment (low wage, no social security)
