Agenda 2 2016 Year in Review Division Priorities for 2017 Code 210 Annual Procurement Awards Presentation
CY16 (and current) Challenges 3 High volume of work, continuing to lead the Agency in number of actions processed Large number of Source Evaluation Boards (SEB s), with significant impact to resources Increased contract administration responsibilities, including cost voucher approvals High demands from requirements personnel for flexible contracting mechanisms, faster turnaround times Retirements/loss of key expertise New hiring constraints preventing external hires and internal competitive promotions Uncertainties regarding changes from the BSA implementation plans Planning and execution of transfer of Simplified Acquisition function to NSSC and P-Card management transition to NSSC (currently underway)
Highlights: Our People 4 Feedback from NASA HQ, Center Management, requirements organizations, and industry continues to be positive Code 210 employees recognized for expertise and overall quality of service in all areas: operations, policy, systems, industry assistance Recent kudos from directorates for Code 210 s responsiveness and flexibility in meeting mission needs Procurement represented in numerous Center and Agency-level committees and activities Small Business program recognized as a leader for the Agency Code 210 continues to have a seat at the table at Code 100 staff meetings, MSR s, executive retreats, etc. Thank you for your professionalism and dedication to quality!

Highlights: Our People 10 Training/Education/Career Development Thirteen (13) FAC-C certifications issued: 1 at Level I; 7 at Level II; 5 at Level III One (1) employee completed their Bachelor s degree 11 employees are currently enrolled in classes through Center education programs such as AIMS (Undergrad and Graduate studies) 18 employees participated in Leadership training (LDEM A, LDEM B, MVP-200, MLLP and Road to Mission Success) 8 employees participated in Center-level diversity discussions groups and training: 2 Managers in Power and Privilege Race series, 3 Managers in the Power and Privilege Generation Series and 3 employees in Diversity Dialogue Project Career Progression 21 Contracting Officer warrants were issued (combination of new and upgraded warrants)

Highlights: Our Processes 14 125 Templates/Exhibits have been developed, posted and continue to be maintained on Code 210 Website to date. Most recent additions include; Ratification template, and Notice to Interested Parties template. (Ratification template added as a result of Employee Suggestion). Templates are routinely updated to incorporate regulatory and process changes, as well as improvements suggested by Code 210 personnel Change Log added to each template, with description of change for each update, to allow better tracking Clause Finder continues to be updated and improved with new features In-House Procurement Training on Fiscal Law and Appropriations developed and conducted Participated in external Customer Training on procurement related topics to the OCFO, Flight Projects Directorate Code 400. Updated GSFC Circulars on GWACs/MACs, PSMs/Written Acquisition Plans, and Review and Approval Matrix Successfully supported 3 NQA/ISO audits for MOMA, SOC, and GPM/ESMO

Programmatic Achievements/Launches 23 Significant procurement workload across entire Division to support launches: GOES-R successfully launched on November 19, 2016: First spacecraft in a new series of NOAA/NASA advanced geostationary weather satellites, will vastly improve weather forecasting Numerous contract actions ongoing to support TDRS-M launch, scheduled for August 2017, and JPSS J1 launch scheduled for Fall 2017 Bigelow Expandable Activity Module (BEAM) successfully launched in April 2016 and integrated with International Space Station in May 2016
CY 17 Code 210 Division Priorities 24 Strengthen climate improvement initiatives Utilize Climate Advisory Team (CAT) II to facilitate communication of feedback and ideas from all levels of the organization Work with CAT II to develop implementation plans, with focus on mentoring, training, and communications Maintain emphasis on Employee Suggestion Box and Shadowing Program Pursue hiring where possible in order to achieve needed staffing levels Work with HQ, other Centers to implement Procurement BSA initiatives, in recognition of agency operating model Prepare for and support HQ Procurement Management Review (PMR) in July 2017 Prepare for and implement transition of contract writing system from CMM to PPS scheduled for May 15, 2017
CY 17 Code 210 Division Priorities 25 Implement centralized closeout process with establishment of the Closeout Preparation Unit (CPU) Prepare for transition of P-Card management function (Greenbelt) to NSSC scheduled for October 2017 Continue emphasis on NASA HQ reporting metrics, with focus on lead-times for competitive acquisitions, CPARS, closeouts Meet/Exceed all Small Business goals Improve performance in underutilized categories (SDVOSB, HubZone) Prepare for and complete SBA Surveillance Review scheduled for May 16 through 18, 2017
