  1. PRESENTATION OF THE PERFORMANCE AUDIT

INTRODUCTION OF NATIONAL COUNCIL FOR HOMOEOPATHY It is a body Corporate constituted under Section 3 of Unani Ayurvedic and Homoeopathic Practitioners Act, II of 1965 to regulate the qualifications and to provide for the Registrations of Practitioners of Unani Ayurvedic and Homeopathic Practitioners. It is self generating body corporate and having own source of funds.

COMPOSITION OF NCH As per Section 5 of the Act, the National Council for Homeopathy consist of 21 members as per detail given below:- 04 members being registered Homeopaths, are nominated by the Federal Government after consulting the Provincial Government concerned, of whom one from each Province. 11 members, elected from amongst themselves by registered and listed Homeopaths, of whom five from the Punjab, three from Sindh two from the North-West Frontier Province and one from Baluchistan. 02 members, are elected from amongst themselves by the teachers of recognized institutions of Homeopathy, and 04 members, are nominated by the Federal Government, of whom one shall be a scientist from the related field and one Deputy Secretary (Budget), Ministry of Health, who shall also be Chairman of the Finance Committee.

  6. FUNCTIONS OF NCH As per Section 14 of the Act, the following are the main functions of the Council:- To consider applications for recognition under this Act made by institutions imparting or desiring to impart instruction in this system. To secure the maintenance of an adequate standard of education in Recognized Institutions. To make arrangements for the registration of duly qualified Homoeopathic Doctors. To appoint committees or sub-committees, each having due representation of all the provinces, for a specific period, to perform any specified function concerned with the functions of the Council. To provide for research in this system of Medicine. To do such other acts and things as it may be empowered or required to do by this Act or the rules.

  7. INTERNAL FINANCIAL MANAGEMENT AND CONTROL According to Rule 12 (1) of National Council for Homoeopathy (Administration and Financial Management), 2008, The President, being head of the Council, shall be responsible for proper and efficient use of Council resources in accordance with the relevant rules, regulations and prescribed standards. He shall be answerable before the Auditor or Public Accounts Committee or any accountability forum for any laxity or violation in this regard.

  8. AUDIT OF ACCOUNTS As per Section 43 (2) of UAH Act, 1965 .. The accounts of the Council shall be audited by one or more auditors appointed by the Federal Government in consultation with the Auditor General of Pakistan. Last audit of NCH Accounts was carried out by the Directorate General of Audit Federal Government for the Financial Year 2004-2013. The audit for the FY 2014/15 and 2015/16 has not yet been carried out.

  9. TARGETS / FUTURE PLAN / VISION Appointment of Assistant Director (Homoeo) at Provincial level in the province of Balochistan. Process regarding Equivalency of DHMS into BSc (Homoeopathy Group). Appointment of Homoeopathic Doctors at DHQ & THQ level in the province of Sindh, KPK, Balochistan and BHU (Basic Health Unit) & R.H.C.( Rural Health Centres. Amendments in UAH Practitioners Act, 1965 to promote and up-gradation Homoeopathic Education curriculum through different Universities like as Islamia University Bahawalpur and Federal Urdu University of Arts, Science & Technology Karachi To organize International Homoeopathic Conference at Conventional Centre Islamabad for promotion & popularization the Homoeopathic System in Pakistan

  10. TARGETS / FUTURE PLAN / VISION Amendments in NCH (Staff) Service Regulations, 1987, Homoeopathic Examination Regulations, 1986 and UAH Rules, 1980. Establishment of National Homoeopathic Library. Inclusion of Modern Sciences in the Syllabus Establishment of Text Book Boards in NCH. Computerization of whole System of NCH Office. Suitable amendments in the current legislation are required to produce highly qualified BHMS, D. Pharm (Homoeo), FHMS and MD Homoeopathic practitioners to meet International Standards.

  11. TARGETS / FUTURE PLAN / VISION To appoint District Drug Inspectors related to Homoeopathy to ensure the check and balance regarding Homoeopathic Medicines sales and purchase. To appoint the Honorary District Registrar to keep on eye on Homoeopathic Practitioners in the country. To establish Homoeopathic Hospitals at least each provincial Headquarter, building, equipped and arrangements for Homoeo. Research Centres at Pakistan level. Establishment of Hahnemann Homoeopathic Medical University at Federal level in public sector. Plot for NCH Office and land for University at NIH Islamabad.

  12. ACHIEVEMENT OVER 03 YEARS Equivalence of First 02 Years of Diploma in Homoeopathic Medical System (DHMS) into FSc. (Homoeopathy Group) granted by Inter Board Committee of Chairmen (IBCC) and last 02 years of DHMS into BSc Homoeopathy (granted by Federal Urdu University). Upgradation of syllabus on Internationally recognized lines. Establishment of one window system for facilitation of general public. Appointment of Assistant Director (Homoeo) in the Province of Sindh. Service structure of employees Homoeopathic Doctors in the province of Punjab

  13. ACHIEVEMENTS OVER 03 YEARS Homoeopathic Doctors registered with National Council for Homoeopathy 1st July 2013 to date 12, 270 No.s
