Health Research Board overview Main funder of health research in Ireland Also hosts Evidence Centre and National Health Information System Soon to take on National Research Ethics role Funds applied biomedical, clinical, health services and population health research Award budget of 45m p.a., ~20 people in funding

  3. The HRB Pilot on FAIR DMP

  4. HRB DMP Pilot Partnership with with the GoFAIR International team to build awareness amongst the research community of the FAIR Data principles Building knowledge and capacity within the research institutions to achieve FAIRness by training institutional data stewards Supporting a culture change in relation to how data is collected and shared

Phase I Grant Applications Before submitting a grant application, Lead Applicants liaise with data stewards in Host Institution They complete the (1) Outline for Data stewardship and (2) FAIR Data Management costs Peer-Review and panel review stage Application unsuccessful 31 Applications successful eligible for pilot Award offered and Contract negotiated Awards start at different time ( Sept 2019- April 2020

  7. Phase II DMPs completion Tools: 31 Awards E. g. DMPonline (science Europe), DS wizard, Castor, CEDAR metadata Lead Applicant is working closely with data stewards at HI and prepare full DMP International panel to review a sample of DMPs 31 DMPs+ declarations submitted to HRB Panel feedback provided to HRB HRB initial review of DMP Data stewards Provide feedback to HRB and Panel on process, tools, challenges and facilitators Report disseminated Reflections and revisions HRB data policy And implementation refined

  8. Phase III Post award monitoring Monitoring of budget Final DMPs submitted at End of Grant Outputs and Outcome collected Phase IV End of grant Lessons learnt Feedback from data stewards

New data sharing policy Mandated from January 2020 Unless justification is provided, all underlying data must be made openly available at a minimum, data that underlies all publications All meta-data must be made openly available The completion of DMP is mandated using Science Europe template Alignment with FAIR principles is encouraged Working closely with other national funders to ensure requirements are aligned Data stewards acting as policy sounding board; implementation planning and analysis will come from learnings from pilot; learning from DM costing and resource requirements feeding in to process.

Collaboration with Digital Curation Centre HRB currently using DMP online to host DMP template for researchers In 2020 potentially launch pilot platform for researchers and institutions funded by the HRB In discussion with other Irish research funders about creating a national platform for DMP

  14. In conclusion.

  15. And why are we doing this? As a public funder of health research, there are major benefits to improving data management and sharing: Value for money in the fact that research we fund are accessible and reusable by others Increased transparency in the research system and reduces duplication of efforts Increased quality in the research that s produced Etc. The Irish research community is on a journey to improve research data quality and management the HRB is supporting this change in culture at a national level.
