Transitional Portfolio : Current Programmes : Why we introduced a Transitional Portfolio : What has and hasn t changed 2
Current Open Programmes : Awards for All : Community Led : Improving Lives : Young Start will not be covering in this session as this programme was not included in the transitional review 3
Why a Transitional Portfolio? : Funding portfolio was due for review in 2020 but was pushed back as it was agreed that closing all programme and rolling out a new portfolio would be more disruptive : Ongoing discussions with stakeholders and grantholders surrounding what types of projects they want to run both for COVID-19 response and for their usual work : Opportunity to adapt current programmes 4
Whats changing? Community Led : Up to 3 years instead of 3-5 years and maximum request is 150,000 : looking for applications to build on the way communities responded to COVID- 19 by connecting, working together, volunteering etc :Open to smaller scale/shorter applications that fit with the aims of Community Led e.g. 1 year of funding rather than a multi-year project : priorities remain the same 5
Whats changing? Awards for All : we were prioritising direct COVID-19 emergency/crisis response in the early stages of pandemic, but now we are considering these alongside projects which don t directly relate to the pandemic : we are looking for applicants to consider the impact of COVID-19 on their delivery if their project, regardless of whether it is crisis response or not : turnaround is usually under 12 weeks 6
Whats changing Improving Lives : Change to timescale now up to 3 years and max request now 200,000 : Open to smaller scale/shorter applications (proportionate request) : COVID response type activity AND traditional Improving Lives activity : Turnaround time approximately 3 months previously a two-stage application process for Large which is no longer applicable : additional priority 7
Improving Lives will fund activity that: : supports children, young people and families currently experiencing challenging circumstances : supports people that have experienced abuse : tackles loss, isolation or loneliness : supports people that experience discrimination and/or work to challenge discrimination : supports people facing financial hardship Increasing number of requests for work surrounding advice, food insecurity, fuel poverty and digital exclusion these didn t easily fit with existing portfolio An additional IL activity was necessary to cover some of these types of applications 8
Common Themes/Enquiries Food : could be funded under any programme : we wouldn t normally fund the cost of food supplies for foodbanks etc, we could fund costs like storage, transport, volunteer support. : applications incorporating food provision should fit with local strategy and be part of a wider package of support rather than just food. Advice : we can fund advice under new activity to support people facing financial hardship eg fuel poverty, welfare/benefits, employment rights : applicants should demonstrate how the activity they re asking us to fund is additional to other provision available at CAS or Scottish Legal Aid Board etc : unlikely to fund national advice helplines, local authority welfare rights provision, credit unions 9
Common Themes/Enquiries Capacity building and core costs : training for staff/board/volunteers, costs related to adaptations (buildings and services), service redesign, consultancy costs can be included as part of a delivery project Employability : advice around employment rights e.g. redundancy, furlough, benefits : projects which incorporate employability as part of a wider package of support 10
Common Themes/Enquiries Fuel Poverty : could be part of or focus of an advice project : unlikely to fund fuel cards/vouchers but groups are welcome to enquire if it is short term emergency response or part of a wider project Digital Exclusion : can include purchase of equipment to be held by the group and loaned to beneficiaries : training and support alongside equipment can also be funded : IT/software/service redesign 11
Summary : Current programmes all remain open with maximum request reduced to 200,000 over 1-3 years : Additional priorities : Groups encouraged to contact FO before applying to discuss eligibility and suitability for programmes : Complete review of programmes is ongoing and some grantholders and stakeholders may be contacted for feedback 12
